Role Description

The Program Operations Manager ensures high-quality service delivery by owning operational execution, performance management, and continuous improvement across assigned programs. This role provides key support to the Sr. Program Manager and is hands-on in building and governing the operational foundation of programs – including systems readiness, workflows, SOPs, documentation, and data tracking/reporting – while leading cross-functional coordination across procurement, warehousing, logistics, customer service, IT, accounting and finance. The Program Operations Manager is accountable for operational KPIs, vendor and partner performance, and end-to-end issue resolution, driving corrective actions to improve reliability, quality, and client satisfaction.


The ideal candidate is highly organized, process-driven, and analytical, with strong follow-through and the ability to manage multiple workstreams while influencing teams without direct authority.


Key Responsibilities

Service Delivery Execution & Operational Ownership

  • Own operational performance for assigned programs to ensure work is completed accurately, on time, and to expected quality standards.
  • Alignment and coordination with Program Manager to ensure service delivery and client communications are aligned.
  • Establish and run the operating cadence (weekly reviews, action tracking, escalation management, and internal program alignment).
  • Proactively identify risks and constraints; lead mitigation planning and communicate impacts and recovery plans to stakeholders.


KPI Management, Reporting & Insights

  • Own program-level operational KPIs (e.g., supply/demand, on-time delivery, inventory accuracy/aging, backlog accuracy, compliance, A/P and A/R operational drivers).
  • Maintain and improve dashboards and tracking tools; provide trend analysis, root-cause insights, and actionable recommendations.
  • Prepare and present weekly, monthly and quarterly performance reporting and business reviews (internal and with clients/partners).


Vendor/Partner Performance & Compliance

  • Manage vendor and partner performance against SLAs, operational requirements, and company policies; maintain scorecards and lead performance reviews/QBRs.
  • Coordinate operational readiness (process alignment, documentation, system access, and KPI expectations).
  • Support quality checks, documentation reviews, and operational audits as required; ensure compliance and follow-through on remediation.


Process Governance & Continuous Improvement

  • Own SOPs and process documentation for operational workflows; ensure adoption across internal teams and vendors.
  • Identify process gaps and inefficiencies; lead improvement initiatives (requirements gathering, testing/UAT support, rollout, training).
  • Partner with IT and functional teams to implement system/process enhancements that improve scalability, visibility, and control.


Qualifications

  • Bachelor’s degree in business, operations management, supply chain, or a related field (or equivalent practical experience).
  • 3-5 years of experience in project management, supply chain, operations, or vendor coordination roles.
  • Experience owning operational KPIs, leading cross-functional execution, and driving issue resolution and corrective actions.
  • Experience working with 3PLs, logistics providers, suppliers, or contract manufacturers strongly preferred.
  • Strong Excel skills (pivot tables and Power BI tools a plus) and working knowledge of ERP/WMS systems.
  • Strong written and verbal communication skills and able to manage multiple priorities in a client demanding environment.
  • Mandarin language proficiency is a plus.
