About the Opportunity
Cambrae Business Strategies, Inc. is seeking a Program & Governance Analyst to support the ODASW(Log) Financial Improvement and Audit Remediation (FIAR) program. This position owns Enterpise Logistics Management Systems (ELMS) logistics systems coordination, Accountable System of Record (APSR) compliance within FIAR, and program execution support across the Equipment and Audit Directorate. The Program & Governance Analyst works at the intersection of logistics systems and FIAR program governance, ensuring system-level data quality feeds directly into audit remediation activities. The position maintains a clearly defined boundary with the Financial Systems Analyst: this role owns ELMS and logistics systems; the Financial Systems Analyst owns G-Invoicing and financial systems.

Key Responsibilities
ELMS and Logistics Systems
• Serve as a subject matter expert for ELMS (formerly DPAS) logistics systems, managing system-level coordination between equipment accountability data and FIAR audit requirements.
• Monitor ELMS data quality and system compliance as it relates to APSR requirements and FIAR audit assertions, coordinating with Defense Agencies to resolve data gaps that create audit exposure.
• Support APSR coordination activities, ensuring accountable property system data aligns with financial statement balances and meets the evidentiary standards required by Independent Public Accountant auditors.
• Coordinate with the Equipment Data & Analytics Analysts on ELMS/APSR data issues, providing system context for ADVANA analytics and audit data requests.
• Perform business process analyses related to logistics systems workflows, identifying process improvement opportunities that strengthen FIAR compliance and reduce audit risk.
FIAR Program Governance and Execution
• Support the planning, coordination, and execution of Directorate program activities, ensuring deliverables are on schedule and stakeholder commitments are tracked and met.
• Coordinate across FIAR team members to ensure cross-functional task areas have clear handoffs, shared situational awareness, and no coverage gaps.
• Maintain program tracking tools, action item logs, and status trackers for the FIAR Directorate, providing the Program Manager with current visibility into task area health.
• Support the preparation of periodic progress reports, program review briefings, and COR-directed deliverables, assembling inputs from across the FIAR team.
Stakeholder Coordination and Meeting Support
• Support Material Weakness Working Group and FIAR Governance Board meeting preparation including logistics coordination and pre-meeting material assembly, in coordination with the Program Operations Specialist.
• Coordinate with Defense Agency logistics and financial management staff on ELMS system issues, APSR data quality, and FIAR-related data requests.
• Attend interagency working groups, logistics systems meetings, and FIAR program reviews as directed, representing ODASW(Log) on logistics systems and APSR matters.
• Prepare briefings, status reports, and presentations on ELMS system compliance and FIAR program execution status for senior leadership.
Required Qualifications
• Active SECRET security clearance required at time of onboarding; must be maintained throughout the period of performance.
• Bachelor’s degree in a relevant discipline is highly preferred.
• At least 5–8 years of experience in DoW logistics systems, APSR management, or FIAR program support.
• Demonstrated proficiency with ELMS (formerly DPAS) and APSR compliance requirements under DoW Instruction 5000.64.
• Experience with logistics data quality assessment, APSR reconciliation, and audit assertion support (existence, completeness, valuation).
• Knowledge of FIAR program structure, audit remediation methodology, and DoW financial management regulations.
• Demonstrated experience developing written analyses, briefings, and presentations for senior Government stakeholders (GS-15/SES equivalent).
• Strong analytical, verbal, and written communication skills; ability to translate complex findings into clear, actionable executive products.
• Knowledge of DoW acquisition regulations, FIAR guidance, and DoD financial management frameworks as applicable to the assigned function.
Preferred Qualifications
• Experience with program management tools for tracking complex, multi-stakeholder programs.
• Familiarity with Defense Logistics Management Standards transaction sets and their relationship to ELMS/APSR data quality.
• Experience supporting COR-level reporting and periodic progress reviews on DoW logistics or FIAR contracts.
Work Location and Conditions
• Primary duty location: Mark Center, Alexandria, VA. NCR travel to the Pentagon may be required; NCR travel is not reimbursable.
• Core hours: 0900–1500 EST, Monday–Friday (excluding Federal holidays). Standard workday of 8 hours; earliest start 0630, latest end 1730.
• This position requires onsite presence between 0800 and 1630 each business day except when on approved leave or approved telework.
