The Division of Administration/Louisiana Property Assistance Agency has a vacancy. This job title has an assigned pay grade of AS-616.

The Louisiana Property Assistance Agency (LPAA) is charged by the Commissioner of Administration with fulfilling statutory requirements of the property and fleet management programs as described under LRS 39:321 – 332 and 39: 361 – 364. The incumbent, utilizing available staff and resources, plays a major role in the section’s ability to fulfill the requirements defined within those statutes. The incumbent works as a direct subordinate to LPAA’s Assistant Director. He directly supervises four compliance officers and an administrative program specialist charged with monitoring all state agencies and preference buyers’ compliance with the requirements of these two statewide programs.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Six years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

A bachelor's plus three years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services; OR

An advanced degree plus two years of experience in compliance programs, federal jobs training programs, accounting, auditing, labor relations, workforce development, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:
Compliance Functions:
  • Assists LPAA’s Program Compliance Officer Manager with training all state agencies’ property and fleet managers on: applicable rules/regulations, use of the state’s official systems of recordation and asset management systems, the appropriate procedures for adding/removing items to/from inventory, and acceptable inventory procedures, as well as inform them as to the required documentation they must maintain and the appropriate retention time-frame.
  • Supervises the planning and scheduling of agency audits by LPAA’s compliance audit staff, ensuring that every state agency’s property and fleet management programs are audited at least once every three years.
  • Keeps the Program Compliance Officer Manager apprised of situations where theft, intentional misuse/abuse, or gross negligence appear to be involved.
  • Maintains communications, through agency visitation, written correspondence, and telephone conversations, with personnel of state agencies and political subdivisions regarding rules, regulations, disposition, and availability of state surplus property.
  • Assists the Program Compliance Officer Manager with reviews and approvals of all surplus movable property transfer requests and change orders. Assists the Program Compliance Officer Manager with preparing/providing reports, documentation, etc., to law enforcement agencies.
  • Investigate instances of noncompliance, working with LPAA management and legal authorities having jurisdiction to obtain a resolution.
Supervisory Functions:
  • Establishes and implements operational procedures and policies for the Compliance Section.
  • Directly supervises LPAA’s staff of compliance officers and administrative support employees.
  • Prepares annual performance planning and rating documents for all compliance section employees.
  • Provides feedback to subordinate compliance staff to improve their performance, recommending disciplinary actions when required. Maintains supervisory files for each employee that are to be used when developing their annual rating or preparing disciplinary recommendations. R
Other Functions:
  • Schedules, supervises, and assists compliance staff with the annual inventory of LPAA’s warehoused surplus property. Performs any other function as required by higher-level LPAA managerial staff.
