The salary range posted for this position is $4,450 - $5,780/monthly; although a salary range is listed, hiring salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

The Colorado Division of Banking protects the public interest and preserves the public trust in the Colorado banking industry by regulating the business of state-chartered commercial banks, trust companies, and state-licensed money transmitters; and by enforcing the Public Deposit Protection Act (PDPA).

This work unit is responsible for the implementation and oversight of the PDPA. Eligible public depository certification 11-10.5-102 C.R.S. is required of any commercial, interstate, or national bank located in the state of Colorado that will hold Colorado public deposits. This work unit ensures and verifies the required certification of any escrow institution that will hold collateral in safekeeping for the protection of Colorado public deposits.

Position: SCA 2017

This position assists the PDPA program administrator in maintaining the daily operations of the PDPA department to ensure public entity funds are protected, which includes acting as a liaison with bankers and public entities regarding the PDPA. The position completes various examination-related duties associated with bank, trust company, IT and PDPA examinations, which includes: providing examination assistance by preparing workpaper folders; downloading and saving all examination documents; notification of missing documents to the corresponding institution; formatting and securely mailing final reports of examinations; data entry of all examination data; preparing quarterly reports based on the post exam feedback; assisting with creating the examination schedule; as well as assisting caseload managers with delegated examination items. Additionally, the position creates imaged documents for the banking database.

Other duties include, but are not limited to:

  • Assisting public entities and bankers with PDPA program questions, processing PDPA collateral change forms for pledging, and releasing collateral pledged to the PDPA;
  • Maintaining the PDPA’s collateral and assessment databases, including entering and deleting data, and ensuring the accuracy of the market value of securities by downloading all securities pledged to the PDPA into the pricing service provider, and uploading current pricing into BIDS;
  • Reconciling safekeeping receipts, maintaining PDPA records in accordance with statutory and rule retention guidelines, and processing monthly PDPA reports accurately and within the division’s deadlines;
  • Monthly processing and data entry of monthly PDPA reports, reviewing pricing discrepancies with service provider, tracking violations for all PDPA/Escrow examinations, following up as needed, and recording responses;
  • Maintaining the BIDS database for PDPA contacts, collateral, assessments, and state and federal examinations findings;
  • Maintaining PDPA number database, including comparison review of banking and Department of Local Affairs (DOLA) databases;
  • Maintaining current and accurate market value of securities in the PDPA portfolio;
  • Monitoring maturing collateral pledged to PDPA, and notifying the bank when releases are needed;
  • Sending first-day letters for Bank/PDPA/escrow examinations;
  • Preparing examination folders;
  • Mailing final reports of examinations;
  • Sending and tracking post-exam surveys;
  • Scanning documents into the banking imaging system;
  • Providing customer service, including incoming phone calls, walk-in traffic, and division staff;
  • Offering initial customer service, including providing general division information, referrals to other regulatory agencies, or division institutions;
  • Forwarding calls to the appropriate division’s staff as necessary;
  • Providing backup coverage and assistance to other division administrative positions;
  • Working on special projects for management staff, including researching, compiling data, and reporting the findings.

MINIMUM QUALIFICATIONS (MQs):

There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience

Option 1: Experience

  • Four (4) years ofgeneral clerical and/or administrative experience, performing all the following functions:
    • Customer service experience, including managing a high volume of calls and emails, including responding to difficult customers with tact and diplomacy;
    • Experience compiling and/or analyzing data;
    • Experience performing data entry;
    • Experience analyzing documents for completeness, correctness, and/or compliance with laws, rules, policies and procedures;
    • Experience utilizing general PC software applications, including Microsoft Office and/or Google Suite (e.g. Word, Excel, Google drive, Google forms, Google sheets etc.).

Option 2: A Combination of Education AND Experience

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in accounting, business, finance, education, communication, general studies, or in a field of study related to the work assignment; AND
  • Two (2) years ofgeneral clerical and/or administrative experience, performing all the following functions:
    • Customer service experience, including managing a high volume of calls and emails, including responding to difficult customers with tact and diplomacy;
    • Experience compiling and/or analyzing data;
    • Experience performing data entry;
    • Experience analyzing documents for completeness, correctness, and/or compliance with laws, rules, policies and procedures;
    • Experience utilizing general PC software applications, including Microsoft Office and/or Google Suite (e.g. Word, Excel, Google drive, Google forms, Google sheets etc.).

OR

  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting, business, finance, education, communication, general studies, or in a field of study related to the work assignment.


SUBSTITUTIONS:

  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.


PREFERRED QUALIFICATIONS:

  • Fluent in Spanish (speaking, reading, and writing);
  • Advanced level of Microsoft Office and/or Google Suite experience;
  • Demonstrated experience working for a financial institution;
  • Demonstrated experience working in a busy, fast-paced regulatory environment;
  • Demonstrated experience handling/working on financial transactions;
  • Demonstrated experience composing detailed correspondence;
  • Demonstrated experience creating and reviewing reports for discrepancies;
  • Demonstrated experience formatting, editing, and proofreading documents prior to distribution;
  • Demonstrated experience working with highly confidential information.
