Under the broad supervision of the Assistant Director of Strategic Procurement Operations, the Procurement Training and Development Manager is responsible for leading enterprise-wide procurement education, workforce development, stakeholder training, and related operational support initiatives for the Department of Public Health (DPH). This position supports the strategic and operational goals of the Office of Procurement and Contracting Services (OPCS) by overseeing training and development functions that enhance staff readiness, stakeholder engagement, communication, process consistency, and overall operational effectiveness across the division.
This role also provides direct supervision, guidance, and performance oversight to Training Specialist(s) in support of training development, delivery, communications, and continuous improvement efforts.
JOB DUTIESPREFERRED QUALIFICATIONS:
Master's degree in a related field from an accredited college or university AND One year of supervisory experience in area of assignment OR Bachelor's degree in a related field from an accredited college or university AND One year of management experience in area of assignment
Three (3) or more years of experience in adult learning, workforce development, or staff training; experience in instructional design and the development of training and support materials; experience in procurement, contracting, public sector, public service, or other regulated operational environments; experience supporting change management, operational readiness, or system implementation efforts; and supervisory, or program coordination experience.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
