The Opportunity
WSDOT’s Northwest Region is looking for a detail-oriented, customer-focused Procurement & Supply Specialist 1 to support purchasing, inventory, and materials management for teams across the region. In this role, you’ll help ensure WSDOT crews and staff have the equipment, supplies, and services they need to keep our transportation system operating safely and efficiently. You’ll perform professional-level procurement, maintain inventory accuracy, support property disposal, and assist regional offices with day-to-day purchasing needs, all while working in a collaborative, service-driven environment.
What to Expect
This role includes regular in-region travel to maintenance sheds and facilities, and hands-on inventory work. Among the varied range of responsibilities held within this role, you will:
- Assist customers with product selection, vendor issues, and questions about procurement processes.
- Process purchasing documents using internal databases such as TRAINS, PCMS, CICS, COGNOS, FIRS, and HATS.
- Research vendor sources utilizing State Master Contracts, and small/diverse vendors.
- Determine appropriate procurement methods, including direct purchases, competitive solicitations, and sole-source acquisitions.
- Place orders for furniture, wireless devices, office supplies, safety equipment, and other materials.
- Support property disposal processes, including coordinating with DES and notifying Audit of lost or stolen items.
- Receive, process, and issue inventory, including safety equipment.
- Maintain inventory accuracy through data analysis, reporting, cycle counts, and discrepancy resolution.
- Process prevailing wage requirements for non-contracted work and verify certified payroll for applicable vendors.
- Verify training requirements for purchase authority and maintain Position Authority List records.
- Monitor the regional Purchasing inbox, assign tasks, and maintain documentation.
- Serve as backup for PSS2 inventory functions, including planning and conducting physical inventory counts and traveling between regional maintenance facilities.
- Review vouchers for accuracy and coordinate with Financial Services for proper entry into agency systems.
- Coordinate with Headquarters Purchasing & Materials to update commodity descriptions.
- Perform other tasks as assigned to support smooth and consistent purchasing and inventory operations.
Qualifications
To be considered for this opportunity, the following competencies are required:
- Customer Service: Ability to provide excellent customer service and build collaborative relationships with internal staff, vendors, and stakeholders while supporting operational or administrative functions.
- Communication Skills: Strong communication skills both in written and verbal form to effectively communicate information to internal and external customers.
- Microsoft Suite Proficiency: Proficient with MS Office Suite products, including Word, Excel, and Outlook
- Organization Skills: Strong organizational and administrative skills, including the ability to track multiple requests, maintain accurate records, and manage several tasks or processes simultaneously.
- Fast-Paced Work: Ability to work effectively in a fast-paced environment with changing priorities while coordinating activities with multiple offices, vendors, and partners.
- Travel Capability: Possession of a valid Driver’s License and ability to travel to multiple work locations to provide customer support, conduct inventory activities, and support operational needs.
- Growth mindset: Actively demonstrates a commitment to learning and growth.
- Service Oriented: Demonstrates a willingness to take action to meet the needs of others.
The following qualifications are also required:
- A valid driver’s license and the ability to operate state-owned vehicles.
It is preferred that qualified candidates also demonstrate:
- Procurement & Supply Practices: Applies principles of purchasing, supply management, property disposal, and vendor coordination.
- Inventory Control: Maintains accurate inventory data, performs cycle counts, resolves discrepancies, and manages stock levels.
- Public Procurement Knowledge: Understands Washington State procurement practices, RCWs, WACs, contract law, and related guidelines.
- Stock Control & Materials Management: Understands commodity descriptions, consumables, stockpile materials, and related tracking requirements.

- The salary listed includes the legislative approved 5% salary premium for positions in King County.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
