What you will do:

As a Procurement Specialist, you will perform the agency’s procurement function to include sourcing, negotiating, and acquiring goods and services from external suppliers. This will include performing and assisting in the agency’s contract and asset management, working collaboratively with internal customers, vendors, and state agencies to ensure compliance.


Primary job duties include:

  • Coordinating with business users across the agency and with the Office of General Counsel in the creation of agency contracts and other legally binding agreements, and reviewing all drafts prior to execution
  • Assisting with the determination and documentation of all requirements, deliverables, terms, and conditions for inclusion during the negotiation process
  • Preforming contract administration throughout the life cycle of agency contracts and other legal documents, including coordinating amendments, collecting required documentation and reports, maintaining current contracts, and monitoring all active contracts for fulfillment of obligations and timeliness renewal/termination dates to ensure satisfaction with vendor performance and compliance
  • Creating shopping carts and purchase orders in the South Carolina Enterprise Information System (SCEIS) for the acquisition of goods and services in accordance with the SC Consolidated Procurement Code and agency policies and procedures
  • Assisting with updates to the procurement-related manuals, policies and procedures, and the preparation of the Minority Business Plan
  • Attending training sessions, cross training with other procurement staff, and making presentations as needed
  • Assigning and applying asset identification tags to all newly acquired tangible assets, entering detailed asset information in SCEIS
  • Assisting with and updating annual inventory to verify item location, condition/usability, and SCEIS asset/inventory reports
  • Serving as back up for the agency’s Non-Criminal ORI Program and assisting with document review, scheduling appointments, and maintaining records in accordance with SLED, CJIS, and SCDOR regulations, policies, and procedures related to background checks for prospective and current employees, contractors, and vendors

Either:

  1. A high school diploma and work experience that is directly related to the area of employment OR
  2. A bachelor’s degree


Academic degrees must be from an accredited institution of higher learning.


Additional Requirements

  • Valid Driver’s License
  • Experience working in procurement, contract management, or a business-related field
  • Experience working in SCEIS
  • Knowledge of the SC Procurement Code and Regulations

  • Hours: Flexible hours may be available from 7:00 a.m. – 6:00 p.m., Monday – Friday (37.5 hours per week).
  • Telework schedule: This position may be eligible to work remotely up to two days per week after one year of employment with SCDOR.
