About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
Production Supervisor Job Summary:
The Harris County Flood Control District is seeking talented, qualified candidates for the Procurement Specialist role who will perform pre to post-award contract administration functions for the procurement of goods and services, including coordination with project managers on the development of bid specifications, management of competitive bid process, negotiating contracts, monitoring of suppliers, contractors and service providers’ performance in the fulfillment of their contractual obligations, and ensuring appropriate actions are taken to promptly remedy any deficiencies observed in contract implementation, scope or terms and conditions.
Essential Functions and Duties:
PROCUREMENT PLANNING & DEPARTMENT COORDINATION- Collaborate with Project Managers and stakeholders to understand procurement needs, develop bid specifications, and ensure procurement processes align with project requirements and budget constraints.
- Consults with departmental personnel on procurement needs and purchasing procedures. Confers with requesting personnel regarding the adequacy of specifications for construction and engineering services to be procured.
- Edit requisitions and confer with departments regarding requirements, specifications, quantity, quality, and delivery. Recommend alternatives that would result in greater value.
- Coordinates procurement for engineering services, construction, and related supplies and services required by various departments in accordance with all applicable federal, state, and local laws, policies, and procedures.
SOLICITATION DEVELOPMENT & BID ADMINISTRATION- Prepares invitations to bid and requests for proposals; finalizes specifications; coordinates legal and insurance requirements; and coordinates solicitation for public advertising.
- Organizes, schedules, and facilitates pre-bid meetings.
- Conduct competitive bidding processes, including issuing requests for proposals (RFPs) and requests for quotations (RFQs), and evaluating bids to select the most advantageous suppliers in terms of cost, quality, and service.
- Modifies and finalizes specifications for bid document incorporation; attends pre-bids, bid openings, reviews, tabulates, and analyzes bids; reviews bids to determine the lowest responsive and responsible bidder.
- Prepares bid tabulation; reviews and analyzes bids and proposals received; reviews results with department personnel; administers evaluation meetings; negotiates and prepares contracts.
- Coordinates activities of proposals evaluation committees.
EVALUATION, AWARD, & CONTRACT FORMATION- Manage the end-to-end procurement process, from soliciting bids to evaluating proposals, and recommending contract awards based on a comprehensive analysis of supplier capabilities, cost, quality, and compliance with procurement policies.
- Negotiate contractual terms and conditions with suppliers, contractors, and service providers to secure favorable agreements while mitigating potential risks and ensuring compliance with relevant laws and regulations.
- Collaborate with legal and finance teams to review and finalize contract documents, ensuring accuracy, completeness, and compliance with internal policies and legal requirements.
- Processes purchase requisitions, maintains purchase orders, and works with the District’s Finance Department as necessary.
- Manages contract renewals.
- Prepares necessary Harris County Commissioner’s Court Agenda items and coordinates the submittal and approval process.
SUPPLIER RELATIONSHIPS & MARKET ENGAGEMENT- Foster strong working relationships with suppliers, contractors, and service providers to promote positive partnerships and effective communication throughout the procurement process.
- Confer with consultants, contractors, and suppliers to acquaint them with procurement policies and procedures and to obtain information on required products and services.
- Conduct market research and stay up to date with industry trends and innovations to identify potential cost-saving opportunities and ensure the District's procurement practices remain competitive and efficient.
- Analyze current procurement activities and recommend improvements through more efficient procurement methods, e-procurement, privatization, quantity discounts, standardization, value analysis, or cooperative purchasing.
CONTRACT MANAGEMENT & PERFORMANCE MONITORING- Monitor and evaluate supplier performance throughout the contract lifecycle, ensuring adherence to agreed-upon terms, service levels, and delivery schedules. Address any performance issues promptly and take corrective actions as needed.
RECORDKEEPING, REPORTING & COMPLIANCE TRACKING- Maintain accurate and detailed procurement records, including contract documentation, supplier profiles, and performance evaluations.
- Prepare and maintain accurate records and documentation on all solicitations, responses, notices to proceed, purchases, renewals, contracts, correspondence, and related follow-up.
- Maintain workload statistics. Maintain and initiate a renewal calendar.
POLICY, PROCESS IMPROVEMENT & ORGANIZATIONAL SUPPORT- Assist in the development and implementation of new procurement policies, procedures, and best practices, contributing to the creation of a centralized procurement organization that meets customer needs and enhances the District's ability to serve Harris County residents effectively.
- Participate in cross-functional teams and initiatives to support overall organizational goals and process improvement efforts.
- Provide training and guidance to other team members on procurement processes, policies, and best practices as needed.
- Demonstrate a proactive and collaborative approach to problem-solving and take ownership of assigned projects and tasks to ensure successful outcomes.
- Additional Responsibilities and Duties
- Assume additional responsibilities as required, adapting to the evolving demands, responsibilities, needs, and objectives of the District.
