Key Responsibilities
Operational Procurement Management
- Lead and manage new procurement activities and contract renewals, ensuring alignment with IT policies, agency timelines, and budget requirements.
- Coordinate with Procurement Managers, Governance Risk & Compliance (GRC), and legal teams to address compliance and contractual considerations.
- Maintain tracking systems for contract renewals, procurement events, policy exceptions, and major milestones.
- Attend PDE Procurement First meetings to represent OIT and gather procurement requirements.
- Serve as the primary liaison between program staff and procurement stakeholders to resolve process and requirement issues.
Solicitation / Proposal Management
- Support development of RFQs, RFPs, Statements of Work (SOW), and solicitation documents.
- Provide guidance to teams to ensure clear requirements and accurate vendor responses.
- Coordinate across program teams, OIT staff, fiscal teams, and procurement partners to finalize solicitation packages.
- Conduct quality reviews of solicitation documentation before submission for procurement publication.
Implementation Project Management
- Lead vendor implementation projects including COTS (Commercial Off-The-Shelf) and MOTS (Modified Off-The-Shelf) technology solutions.
- Develop and maintain project plans, schedules, milestones, and communication strategies.
- Coordinate across internal teams, vendors, and technical stakeholders to manage project risks and issues.
- Track project progress related to scope, budget, and contract deliverables.
- Provide regular project status reports and governance documentation.
Contract Management
- Serve as the first technical point of contact for contract-related technical questions and compliance checks.
- Monitor vendor activities to ensure compliance with contract terms and technical requirements.
- Escalate issues to the Business Relationship Manager (BRM) when necessary.
- Maintain documentation including deliverables, amendments, issue logs, and performance metrics for audit readiness.
