The incumbent of this position assists the Probation and Parole Director and Deputy Directors with the implementation, management and direction of Justice Reinvestment reforms and programs as developed by legislation including, but not limited to Act 280. This includes the organization and recruitment of community programs, including Day Reporting Centers (DRCs), to provide offenders with resources not available under regular Department of Corrections programming and the evaluation of these programs for desired outcomes. The incumbent of this position assists in the oversight and management of the planning, directing and administering of statewide programs relating to BWC and Tasers. This position also serves as manager over the Division of Probation and Parole’s participation with the DOC Internal Investigations Unit (IA) with matters relating specifically to probation and parole.
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above in probation or parole:Five years of experience as a probation or parole officer, or in counseling, psychology, social work, education, criminal justice, or administrative services plus one of the following:1. Three years of experience in corrections or law enforcement2. Three years of continuous active military duty (all Military Occupational Specialties apply)3. Six years of full-time experience in any field4. A bachelor's degreeORFour years of experience as a probation or parole officer, or in counseling, psychology, social work, education, criminal justice, or administrative services plus a master’s degree in counseling, psychology, social work, education, business administration, public administration, or a criminal justice field.EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.NECESSARY SPECIAL REQUIREMENTS:An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.Possession of a current Louisiana driver's license.This position requires the incumbent to handle and carry firearms.Possession of an active Peace Officer Standards and Training (POST) certification.The official job specifications for this role, as defined by the State Civil Service, can be found
here.- Directs and oversees program manager responsible for "Act 389" contracts with community treatment providers, as well as any grant applications or grant funded programs administered by the Division.
- Directs recruitment plans developed by the Community Resource Coordinators to solicit volunteers and expand available community resources through public relations activities, to include conducting presentations to departmental staff, community groups, offenders and local citizens. Supervises the maintenance and implementation of effective interagency programs, manages community support and oversees the re-evaluations of the effectiveness of community programs.
- Oversees the effectiveness of the Day Reporting Programs and service delivery of other department-provided resources. Supervises the maintenance of the databases of resource providers and offenders served by these programs, those who have completed the program and measures the recidivism rate of offenders who have been served by the program.
- Responsible for the management and operations relating to all programs and policies in relation to the issuance, management, and incidents involving Tasers and BWC.
- Serves as Incident Commander over P&P Emergency Operations. Operates the command center and coordinates all activities with the DOC Incident Command Center and GOHSEP. Coordinates and schedules tasks during emergency operations, schedule persons to work in HDQ EOP. Develops, revises and updates HDQ Emergency Operations Plan, COOP and Pandemic Flu plans. Maintains current copies of all District Emergency Operations Plans.
- Work with Probation & Parole Specialist , Probation & Parole Program Managers, P&P Supervisors, P&P Deputy Director, P&P Director and Social Service Counselors.
Position-Specific Details:
Appointment Type: Promotion of a permanent, classified employee of LA DPS&C - CORRECTIONS SERVICES (Adult DOC)
- The selected employee may be required to serve a trial detail prior to being permanently promoted, or may be required to accept a probational appointment.
Compensation:
This position has a Special Entrance Rate (SER) of $41.38 per hour.
