Under limited supervision, performs technical work involving the regulation of discharge from industries and businesses into the County’s sewer system, in accordance with the County’s approved Industrial Pretreatment Program. Performs and oversees routine and emergency environmental sampling throughout Spotsylvania County for the Industrial Pretreatment Program and the Fats, Oil, and Grease Program (FOG). Performs technical work in overseeing the collection of pretreatment samples, issuing of pretreatment permits, and other pretreatment inspections. Oversees and monitors analyses in the field and the laboratory to ensure water quality. Monitors and updates sampling and compliance schedules to ensure compliance with regulatory requirements for all industrial users within the County. Coordinates with contract laboratories for sampling events related to routine or emergency sampling. Coordinates sampling, testing, and inspections. Reviews pretreatment discharge monitoring reports. Leads pretreatment inspections with the Department of Environmental Quality. Employees are responsible for routine equipment maintenance, maintaining test results and records, and ensuring vehicles are properly maintained. Employee must also exercise considerable tact and courtesy due to the frequent contact with utility customers and the public. Reports to the Assistant Director of Environmental Compliance.
This position is essential. Personnel occupying this position may be scheduled to work regardless of weather conditions and/or when general County offices are closed. Applicants must be able to work Sunday through Saturday.
- Researches, reviews, and implements pretreatment standards to achieve compliance with all applicable federal, state, and local regulations, including the Clean Water Act, Pretreatment Regulations, and the County’s Sewer Use Ordinance.
- Establishes discharge limits, specifies monitoring, and reporting requirements for industrial users.
- Writes, reviews, and issues industrial discharge permits. Documents and coordinates the issuance of permit fees, renewal fees, and violation fees.
- Makes recommendations and prepares evidence for legal prosecution of violators and prepares documentation for enforcement.
- Initiates enforcement action per the County’s Enforcement Response Plan, including notices of violation.
- Maintains records and prepares compliance reports to Federal and State agencies for the County’s Pretreatment Program.
- Performs documented scheduled and unscheduled on-site visits to industries for the purpose of inspection, observation, measurement, sampling, and testing pertinent parameters in the discharge.
- Establishes computerized records for the Pretreatment Program and the FOG Program. This includes but is not limited to records and data related to monitoring and inspections, as well as photographic documentation.
- Develops Standard Operating Procedures (SOPs).
- Meets with representatives of new industries and commercial businesses to educate them regarding pretreatment and FOG requirements.
- Manages the Fats, Oil, and Grease Program and develops new programs as required by EPA regulations.
- Reviews building plans and makes recommendations regarding pretreatment to ensure businesses stay in compliance.
- Researches and develops SOPs for field equipment and performs necessary calibrations and preventative maintenance.
- Researches and stays current with new technology and best management practices.
- Performs sampling of wastewater at various locations that can include the wastewater plants, manholes in the collection system, pump stations, and within businesses themselves. Travels throughout Spotsylvania County effectively and successfully to collect and transport samples in a timely manner. At times, delivery or pick up of samples/containers may require travel to other counties.
- Identifies acceptable sample locations that meet regulatory requirements.
- Effectively reads maps, utilizes GPS, and creates efficient routes.
- Performs field testing at sample sites to include, but not limited to: Total Residual Chlorine, Free Chlorine, Mono-Chloramines, pH, Nitrite, Free Ammonia, Fluoride, Temperature, Conductivity, etc.
- Follows proper sampling techniques for preservation, storage, and transportation.
- Enters and retrieves computer data using software programs such as Cityworks, KPA, Excel, Word, and the Laboratory Information Management System (LIMS).
- Researches new field equipment, develops SOPs for new field methods, and implements new programs as needed.
- Maintains the testing and reporting schedules for industrial users and businesses within the FOG Program within Spotsylvania County to ensure samples are collected correctly and in a timely manner.
- Assists with the research and studies conducted in the collection system regarding unregulated contaminants.
- Oversees the purchasing of pretreatment equipment and supplies.
- Monitors program performance data to optimize pretreatment services and identify improvements.
- Creates and maintains a technical and safety training schedule.
- Contacts service and/or technical support representatives when service or technical support is needed for maintenance and/or repair of the equipment and instruments.
- Maintains records of service and maintenance for internal and external maintenance and repair operations.
- Coordinates with contract laboratories for sampling projects.
- Maintains Safety Data Sheets and Certificates of Analysis for field chemicals.
- Maintains chemical spill kits for field sampling chemicals.
- Participates in and complies with the EHS Management System utilizing the KPA Flex Safety management tool.
- Monitors and accounts for hazards using necessary personal protection equipment and safety protocols. Maintains a safe work environment. Ensures use of all required PPE.
- Evaluates data gathered while monitoring the collection system and identifies and notifies accordingly if results are unusual or unexpected.
- Responds to business and industrial inquiries and concerns. Communicates promptly, accurately, and appropriately with businesses.
- Communicates and coordinates sampling with field crew staff, contractors, and inspectors, as needed.
- Generates, enters, updates, and completes work orders in Cityworks software. Regularly takes initiative to improve field operations and data tracking within Cityworks.
- Calibrates, performs general maintenance, and troubleshoots both field equipment and laboratory equipment (i.e., pH meters, HACH meters, incubators, sample refrigerators, water baths, etc.)
- Writes, edits, and maintains SOPs, Permits, and Programs. Responsible for reading, understanding, and following SOPs.
- Maintains and restocks chemical supplies required for field operations.
- Independently troubleshoots QA/QC issues associated with methods and instrumentation within their scope. Conducts quality control checks on field equipment as required.
- Communicates clearly in writing and in person using scientific language, appropriate notations, and SOP-defined shorthand.
- Prepares coolers for various sample collections, samples with various preservatives, and completes appropriate chain of custody forms and sample container labels accurately.
- Notifies management if the initiation of a corrective action plan is necessary.
- Maintains Spotsylvania County vehicles, including safety checks.
- Maintains sampling and analytical records so they are accurate, legible, and on time.
- Performs other related duties as required.
Bachelor’s Degree in Chemical, Environmental, or Biological Sciences, Engineering, or Physical Sciences; and three (3) years of experience working in the pretreatment field; or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.
Possession and maintenance of a valid driver’s license issued by the Commonwealth of Virginia.
Must obtain and maintain First Aid and CPR certifications within three (3) months of date of hire.
Virginia Class I Wastewater License preferred.
Must complete within ten (10) days of hire and maintain OSHA 10 Certification in accordance with EHS Safety Management System requirements.
Complete the Sacramento State Pretreatment Facility Inspection course within one (1) year from the date of hire.
The employee will be required to complete the EPA Pretreatment 101 Series Training within six (6) months from the date of hire.

PHYSICAL REQUIREMENTS
Position requires work in both office and field environments. Must be physically able to operate a variety of machinery and laboratory equipment, including probes, meters, calculators, two-way radios, pumps, water baths, autoclaves, scales, triple beam balances, refrigerators, incubators, and autosamplers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 75 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects is considered requirements for medium work. Navigating difficult terrain, on foot and in a vehicle, possibly in adverse weather conditions, as well as some moderate walking, may be required. In order to demonstrate ability, employee must be able to pass a pre-employment and five (5) year follow-up medical evaluation. Requires the ability to inspect items for proper length, width, and shape. Requires the ability to coordinate hands and eyes rapidly and accurately when using field and laboratory equipment. Requires the ability to handle a variety of items such as office, field, and laboratory equipment. Must have average levels of eye/hand/foot coordination. Requires the ability to differentiate between colors and shades of color. Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words.
