Position Summary:The Portland Housing Bureau (PHB) is recruiting for a Policy and Program Coordinator to join the Rental Services Office (RSO). This position will collaborate with internal and external stakeholders including City staff, elected officials, community members, tenants and tenant organizations, social/legal service providers, and landlords and/or other real estate industry professionals. The individual in this position must utilize tact and diplomacy in their communications, with strong skills in relationship building and relationship management.
As the Rental Services Policy and Program Coordinator, you will:- Design, implement, and evaluate rental-housing-related programs, including developing service metrics and assessing program effectiveness.
- Conduct policy and data analysis, including preparing reports, draft regulations, and other written materials.
- Lead program design and implementation for housing stability initiatives, including locally and federally funded rent assistance programs.
- Evaluate existing PHB programs and services to identify gaps, issues, and opportunities for improvement in policy or program design.
- Integrate and analyze data from multiple PHB systems to improve understanding of rental market conditions and renter experiences.
- Draft contracts, manage procurement processes, develop program guidelines, and evaluate proposals for services supporting renters and landlords.
- Oversee contract and fiscal management activities, including reviewing invoices and tracking service budgets.
- Collaborate across PHB teams and with external partners to ensure rental market and renter data is accessible, accurate, and effectively used.
- Provide policy, program, and procurement recommendations aligned with Portland’s Core City Values.
- Develop and manage services such as legal assistance for low-income tenants, landlord-tenant education, and mediation programs.
- Build and maintain productive relationships with City staff, elected officials, community partners, tenants, landlords, and service providers.
- Perform additional duties as assigned.

The following minimum qualifications are required for this position:
Experience interpreting and applying relevant laws, policies, and regulations to develop and manage programs, including work that supports economically or socially vulnerable populations at the local, state, or federal level.
Experience using data and policy analysis to make informed decisions, including contributing to program design, evaluation, and policy development.
Strong written communication skills, including preparing policy reports, regulatory language, program guidelines, or briefing materials.
Experience working collaboratively across teams and building effective relationships with diverse internal and external stakeholders, including successfully resolving complex, multi-stakeholder problems.
Experience managing procurement or grantmaking processes, including fiscal oversight.
Experience recognizing and addressing disparities in program access or outcomes.
Preferred Qualifications:
- Knowledge of landlord-tenant law, fair housing regulations, rent assistance programs, or other housing stability policies, particularly within the rental housing market.
- Experience drafting scopes of work, contract language, or procurement documents, and familiarity with competitive procurement processes and contractor performance monitoring.
- Experience working with elected officials or in politically sensitive environments, including preparing materials for decision-makers.
