POSITION SUMMARY:
Responsible for overseeing a safe route to school program for Howard County, focused on Howard County Public Schools. Related activities that substantially improve the ability of students to walk and bicycle to school or encourage walking and biking to school.

To improve the safety of walking and biking to school and to decrease the number of students being transported to school by private automobile, while changing the culture from a driving default to an embrace of walking and biking will be the key path to success.

This position is grant-funded and is contingent upon the continued availability of grant funding. Grant funding is confirmed for three (3) years. The position may be discontinued when grant funding ends.

STARTING SALARY HIRING RANGE:
$33.61 - $37.88
$69,913 - $78,784


CLASSIFICATION DESCRIPTION:
Performs intermediate professional level planning and zoning work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes coordinating the plan review process; planning and implementing recycling activities; collecting, organizing, analyzing, and evaluating data required in the development and review of comprehensive plans and regulations.Include the following. Other duties may be assigned.

Performs planning tasks primarily focused on improving bicycle and pedestrian facilities, connections and conditions in Howard County.

Oversee a safe route to school program for Howard County, focused on Howard County Public Schools.

Building partnerships and collaborations to work together to improve the safety of walking and biking to school and to increase the number of students walking and biking to school, which may include:
  • School PTAs
  • School Administrations
  • County Health Organizations
  • Other related County Agencies
Focus on the education, encouragement and evaluation elements of the classic five (5) “E’s” since Howard County already has a robust program for engineering and enforcement.

Plan and implement walk and bike to school day events, set up walk and bike incentive programs, organize walking school buses, walk audits, drop off/pick up evaluations.

Create reusable resources and materials that can be used at school and community events.

Conduct surveys to track perceptions and potential obstacles towards walking and biking to school as well counts to track the progress on the number of students walking, biking, taking the school bus and being driven.

Reports to Howard County's Bicycle and Pedestrian Manager.

SUPERVISORY RESPONSIBILITIES:
This job has no employee supervisory responsibilities.Bachelor's degree and two (2) years related experience or an equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

  • Bachelor's or Master's degree in Transportation, Planning or related field and related experience.
  • Ability to analyze and evaluate the planning implications of social, economic and physical data.
  • Ability to project needs and develop and implement goals and objectives from raw data analysis.
  • Ability to effectively present planning goals, objectives and projects orally and in written and graphic form.
  • Ability to interpret land development plans and engineering drawings.
  • Knowledge of federal and state grant program opportunities and administration, particularly for bicycle and pedestrian projects.
  • Ability to establish and maintain effective working relationships with associates, governmental officials, community representatives and the general public
