TheDepartment of Planning and Permitting,Site Development Division is hiring aPlanner IV (Transportation Planning - General)located at the Fasi Municipal Building in Honolulu. This position plays a key role in supporting the development, coordination, and implementation of traffic and transportation planning projects.

What You Will Do:
  • Plan and coordinate transportation studies, analyzing traffic, population, and land use data to guide street capacities and traffic patterns.
  • Review subdivision plans for compliance with zoning, engineering, and traffic regulations.
  • Assess environmental impact studies, validating traffic data, volumes, and patterns, and preparing reports for the State Environmental Quality Commission.
  • Analyze traffic assignment data to support capital improvement planning for the City’s street system.

Planner IV(SR-22) salary of $5,953 per monthincludes shortage differential.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with major work in city planning, architecture, engineering, economics, sociology, public administration or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.2. Four (4) years of general work experience (does not need to be professional level experience) in transportation planning may be substituted for a general bachelor's degree.
Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Three (3) years of professional work experience in architecture, engineering or socio-economic research, including or supplemented by one (1) year of professional work experience in transportation planning and/or engineering projects.

Substitution:A Master's degree in Architecture, Civil Engineering, Geography, Economics, Sociology, Business Administration, Public Administration, or a related field from an accredited college or university may be substituted for two years of professional work experience in architecture, engineering, or socio-economic research. There is NO substitution for the one year of professional experience work experience in transportation planning and/or engineering projects.
The Master's degree in Architecture, Civil Engineering, Geography, Economics, Sociology, Business Administration, Public Administration,or a closely-related field must be met at the time of application. Please refer to the above Education Requirement section for education verification requirements.
Must be able to:
  • Apply knowledge of the principles, practices, objectives, and methods of all phases of city planning.
  • Use research methods and statistical procedures to collect, analyze, and interpret socio-economic and planning data.
  • Understand and apply relevant laws and ordinances related to city planning and zoning.
  • Develop planning recommendations that comply with laws, regulations, and serve the public interest.
  • Prepare reports, graphs, and charts to communicate planning analyses and findings effectively.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.


LICENSE REQUIREMENT:
Possession of an appropriate valid Hawaii State driver's license, as required. (The current vacancy does not require a driver's license.)
