The City of Aberdeen is seeking an experienced and skilled Planner with experience to join our team.
In the position of Planner, you will be asked to perform technical and administrative duties relating to planning, zoning, and grant writing. The position also requires experience in research, land use, and community and economic development functions.
Responsibilities:
Assists the Director with site and subdivision and zoning/Development Code reviews, code administration and enforcement, as necessary.
Prepares mailings and other required documents for Planning Commission meetings, Board of Appeals Hearings, Economic Development and Architectural Review Committee meetings. Prepares public notices regarding Board of Appeals hearings. Schedule hearings and meetings, as necessary.
Answers questions and prepares zoning letters on planning and zoning matters relating to the Development Code, and other applicable City codes.
Assists the Permit Coordinator with building permits and other applicable permits issued by the Department as needed.
Conducts analyses and prepares reports/recommendations regarding land use and planning issues as directed by the Director.
Research zoning ordinances and land use matters as directed by the Director of Planning and Community Development and advisory boards to implement zoning and land use policies.
Provides information to the Director of Planning and Community Development and advisory boards to implement planning, zoning, and land use policies.
Conducts research and prepares reports relating to community and economic development matters for the City.
Attends training to maintain and enhance skills for planning and land use, GIS, and economic development.
Utilizes the Development Code, Subdivision and Site Plan Regulations, Floodplain Ordinance, Overlay District Regulations and Design requirements, Comprehensive Plan, Adequate Public Facilities Ordinance, policies and procedures codes/laws/regulations, publications, and reference texts, etc. to perform job responsibilities.
Interacts and communicates with various appointed volunteer groups and individuals such as the Director of Planning and Community Development, applicants, developers, co-workers, other City staff, and the public.
Prepares reports as needed by the Director.
Provides assistance as necessary to the Director of Planning, Planning Commission, Economic Development Commission, Architectural Review Committee, and the Board of Appeals.
Reviews grant opportunities and assists the Director with grant applications and management.
Requirements:
Bachelor's degree in business, economics, urban planning, project management, or related field or a minimum of (3) years of experience in a Planning Department for local, County, or State Government.
Knowledge of:
Pertinent codes, ordinances, laws, and regulations pertaining to zoning, building, and related areas.
Procedures involved in the enforcement of codes and regulations, including methods and techniques for conducting and documenting field investigations.
City services and organizational structure as they relate to code compliance.
Effective public relations practices.
Principals and procedures of administrative functions for meeting minutes, agendas, and preparing detailed reports as needed by the Director.
Methods and techniques of business correspondence and technical report preparation.
Standard safety practices.
Geographic features and locations within the area served.
Ability to:
Interpret and apply applicable codes, ordinances, and regulations related to zoning and land use.
Respond to inquiries and requests for service in a fair, tactical, and firm manner.
Maintain complex project logs, records, and files.
Research, compile, and collect data.
Prepare clear and concise technical reports.
Work independently in the absence of supervision.
Read County Assessors maps and property profiles.
Read and interpret legal documents and descriptions.
Understand and follow oral and written instructions.
General knowledge of zoning maps, land use maps, subdivision plats, and site plans. Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with agencies outside City government.
