JOB SUMMARY:

The PIHC Retail Pharmacy Operations Manager assumes direct oversight for the efficient operations of all in-house and external retail pharmacy operations. The Operations Manager ensures standards of quality, productivity and performance in accordance with PIHC Pharmacy policy and procedures and the requirements of state and federal regulatory agencies. The Operations Manager is responsible for continuously monitoring, recommending, and implementing changes to improve the overall operations of the Department. The Operations Manager is responsible for oversight of hiring and training of all staff, to include staffing as needed, to ensure professional coverall in all PIHC pharmacy locations. The Operations Manager collaborates with pharmacy leadership to inform and execute on strategic initiatives in the provision of pharmaceutical care.

Requirements

  • Oversee the day-to-day pharmacy operations, adjusting workflow allocation across multi-site, and prescription processing practices to optimize quality and fiscal performance
  • Continuously reviews claims data for accuracy and compliance with payer, both commercial and grants based, and network contracts; escalate where needed to ensure fidelity of activities under these parameters. Identify training needs to ensure consistent and high-quality processing across all sites
  • Responsible for ensuring that the pharmacy is functioning at maximum capacity and meets all regulatory requirements, patient safety standards, and internal control requirements
  • Regularly assess retail pharmacy compliance with operational regulatory requirement and coordinate necessary activities to prepare for inspections as needed
  • Ensure pharmacy services meet patient care needs, that drug therapy is safe and effective and as economic as possible for the patient or payer
  • Obtain and maintain accreditation as appropriate
  • Directly oversees pharmacy audits, payer audits, internal audits, 340B inventory audits
  • Develops and maintain SOP’s, ensure routine reviews are undertaken in line with agency and departmental needs; identifies when new or updated SOPs are needed to ensure high quality of operations and training needs are met
  • Develops and implements policies and procedures that guide and support the provision of services
  • Leads implementation of new hardware and software needs
  • Directs and guide new development, implementation of new processes, and manage on-going problems with pharmacy processing software
  • Ensure that team members across system adhere to standardization, utilization, integration and optimization activities related to retail pharmacy operations
  • Ensures appropriate and safe use of pharmacy technology including order entry systems and pharmacy automation
  • Regularly provides PIHC Pharmacy Leadership with expense trends for analysis, and implements system-wide strategies to mitigate pharmacy expenses and ensure highest value
  • Assist in the development of infrastructure to effectively monitor, report, and analyze retail pharmacy activities to pharmacy leadership to retrospectively and prospectively act related to data and financial metrics
  • Provide data as need for other programs or Grants within the agency, understand and operationalize budget parameters under other programs or Grants
  • Knowledgeable of new business development, especially as it relates to the involvement of current retail pharmacies and provide operational advice on issues involved with those ventures
  • Ensure operational objectives are executed and met under the direction of Executive Leadership and Director of Pharmacy
  • Provide leadership regarding planning, purchasing, implementing and maintaining information systems that support patient care
  • Assess compliance with and maintenance of policies and procedures for pharmacy inventory management practices in alignment with 340B program is consistent across all sites. Identify if process updates should be considered in collaboration with 340B Program Manager
  • Understands and manages the 340B program aspect of Pharmacy Operations and insures all staff are trained and also follow proper policies and procedures, in this regard
  • Provide ongoing support and guidance where needed in regards to the 340B Audit and Compliance Programs to ensure the 340B program integrity is upheld for the organization and issues are addressed as deemed necessary by the 340B Oversight Committee
  • Effectively manage and develop pharmacy staff, especially Pharmacist – in – Charge, to operate and function at the highest level to ensure downstream operational stability, maintenance of agency and departmental culture, and workforce readiness for growth and adaptability
  • Assist in the development, implementation and measurement of operational pharmacy staff competencies; ensures routine training needs are met or if additional resources are needed to maintain high level of staff competencies.
  • Provide direct personnel management and oversight of resource allocation as needed for Executive Leadership for planning purposes
  • Ensures timely and effective staff recruitment, orientation, training, education, mentoring, career development, performance review and retention efforts
  • Coordinates education of pharmacists, technicians and support personnel
  • Develop and maintain relationship with internal counterparts in IT, Data, Finance, Compliance, to ensure program efficiency and promote program compliance
  • Contact for Customer and Client Service issues or complaints and also direct staff when necessary and follow up as needed
  • Be a member of key committees responsible for performance improvement activities related to patient safety, quality and medication use
  • Position coordinates activities to assure quality of pharmacy practice with outside vendors, referral sources, other departments and other stakeholders
  • Practice and adhere to the "Code of Conduct" philosophy and "Mission and Value Statement."
  • Finalize and maintain FWA Policies and Procedures and Employee Handbook, as well as HIPAA Policies and Procedures. Review annually and update, as needed
  • Maintains AAHIVP certification through completion and passing the standardized exam and maintaining required continuation education hours
  • Maintains pharmacy license in Georgia by completing required continuing education hours and registering every 2 years with the board to prevent lapse in license
  • Travel to and staffing at multisite locations as needed to ensure ability to manage daily operations are maintained

Knowledge, Skills, and Abilities:

  • Possesses and demonstrates an understanding of the fundamentals of HIV care and services, and PrEP services
  • Prior supervisory/pharmacy management experience including familiarity with staffing, scheduling, pharmacy operations, 340B Program
  • Exemplary interpersonal and customer service skills

  • Proficient in word processing, spreadsheet database and presentation software Minimum Qualifications
  • Currently a licensed Georgia Pharmacist
  • Completion of BS Pharmacy Degree or Pharm D
  • Completion of MBA or MHA
  • +3 years of experience in pharmacy leadership or management
  • Ability to get AAHIVP Certification within 2-years of employment

Preferred Qualifications or Experience:

  • Experience working in HIV and/or Mental Health Specialty Pharmacy field preferred
  • Have advanced HIV knowledge or be willing to be self-driven in becoming an HIV specialist preferred
  • AAHIVM or other HIV expert certification (or willingness to obtain during tenure)
  • Experience working in a 340B Pharmacy or 340B Contract Pharmacy
  • Experience with PioneerRx software

License/Licensure:

  • Active Georgia Pharmacist Licensure in good standing

Travel:

  • Local travel between Positive Impact Health Centers, Inc. sites and to and from community agencies will be required at times
  • Occasional travel to events for training as needed.
  • Occasional evening and weekend work are required, and working greater than 40 hours per week may be required
