Payroll Manager


Location: Tulsa, Oklahoma

Department: Finance / Human Resources

Reports To: Chief Financial Officer



Position Summary:

The Payroll Manager is responsible for overseeing and managing the organization’s payroll functions, ensuring accurate and timely processing of payroll in compliance with federal, state, and local regulations. This role requires strong knowledge of Oklahoma wage laws, payroll tax regulations, and multi-state payroll processes where applicable. The Payroll Manager will lead payroll operations, maintain payroll systems, and ensure confidentiality and accuracy of employee compensation records.



Key Responsibilities:

  • Manage and process bi-weekly or semi-monthly payroll for all employees
  • Ensure compliance with federal regulations and Oklahoma state payroll laws
  • Oversee payroll tax filings, including federal, state, and local requirements
  • Maintain payroll records in accordance with company policy and legal standards
  • Administer wage garnishments, benefits deductions, bonuses, and commissions
  • Reconcile payroll accounts and prepare payroll-related reports
  • Coordinate year-end processing, including W-2 preparation and distribution
  • Ensure compliance with the Fair Labor Standards Act (FLSA)
  • Manage payroll system updates and improvements
  • Supervise and mentor payroll staff (if applicable)
  • Partner with HR and Finance teams to ensure accurate employee data
  • Assist with audits and internal controls related to payroll



Qualifications:

  • Bachelor’s degree in Accounting, Finance, Human Resources, or related field preferred
  • 5+ years of payroll experience, including supervisory experience
  • Certified Payroll Professional (CPP) designation preferred
  • Experience with payroll software systems (e.g., ADP, Paycom, UKG, or similar platforms)
  • Experience managing payroll for 100+ employees preferred



Knowledge, Skills, and Abilities:

  • Strong knowledge of federal and Oklahoma payroll tax regulations
  • Understanding of wage and hour laws, including overtime requirements
  • High level of accuracy and attention to detail
  • Strong analytical and problem-solving skills
  • Ability to maintain strict confidentiality
  • Excellent organizational and time management skills
  • Proficiency in Microsoft Excel and payroll reporting tools
