P&R Employee Services Manager

Under general guidance of the Director of Parks and Recreation, the Employee Services Manager acts as the central point of contact for employee relations and works with the Parks and Recreation management team and Human Resources to address and respond to employee relations matters as needed. This position keeps Parks and Recreation staff engaged and informed of all Human Resources policies and procedures, required training, and development plans. Employees in this classification are responsible for the department-wide recruitment and selection process with support from Human Resources. This position exercises a high degree of independence and initiative; facilitates town hall/group meetings and focus groups as needed, to better respond to emerging needs.

  • Works with the management team to ensure proper staffng levels for all areas/divisions within the department. Makes recommendations for changes based on department needs.
  • Responsible for the onboarding and training of all new and existing employees within the department.
  • Provides all employees with development goals and on-the-job training needed to support their success.
  • Oversees the established departmental focus groups, to include by not limited to, Safety and Security, Moral Team, Information Technology, Landscape and Beautification, Innovative Programming, and Departmental Policy, and attend meetings as necessary. Guarantees meetings are held on schedule and are result-oriented.
  • Works with the Parks Administrator to oversee training for the Park Ranger staff.
  • Monitors the accreditation training for all employees.
  • Coordinates employee recognition programs for the department and recommends new initiatives to strengthen employee engagement and foster a strong sense of belonging.
  • Consults with the management team on department accreditation processes and leads areas that address workforce readiness and development needs.
  • Leads the department branding and communication of visions and values. Actively promotes the department brand and ensures it’s consistently leveraged by all divisions.
  • Consults with the management team on the development needs of their employees, assists with identifying training programs, learning resources and certifications to support employee development.
  • Supports the Department Director with the preparation and coordination of the department-wide annual performance feedback and salary planning process.
  • Leads the communication of city and department policies, procedures, and essential training requirements. Ensures all divisions are accountable and their employees adapt to all requirements.
  • Maintain and update the Park’s employee expectations manual to ensure compliance and operational efficiency.
  • Responsible for all training in Parks and Recreation in coordination with Human Resources as needed.
  • Gathers and submits department workforce needs as part of the annual Workforce Planning process facilitated by the Human Resources Department.
  • Provides direct supervision to the Parks Administrators and Customer Relations staff.
  • Communicates gaps in skills/knowledge and helps identify new talent to support future succession planning.
  • Identifies employees to be re-assigned for emergency/critical responses to support emerging community needs.
  • Serves as the Risk Management Liaison.
  • Assists Development Services with transportation planning efforts concerning the Community Shuttle Program.
  • Serves as the liaison for the Broward County Municipal Emergency Management.
  • Assists the Department Director and contributes to the department's annual budget submission process each fiscal year.
  • Represents the department and management team at local and national professional development conferences. Identifies training options that support the needs of the department.
  • Serves as back-up to the Department Director in times of absence and attends meetings as needed to represent the department.
  • Bachelor's Degree in Business Administration or related field.
  • Five (5) or more years of responsible experience in general public parks/recreation management; or an equivalent combination of education, training, and experience.
  • Parks and Recreation Professional Certification, preferred.
  • Knowledge of Broward County Shuttle Bus Program compliance.
  • Must be able to work nights and weekends as needed.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.

This position will require after hours and weekend hours as approved by the Department Director.
