Iowa Workforce Development (IWD) is seeking applicants for the position of Operations Manager (Workforce Development Supervisor) at our Mason City IA IowaWORKS office.

Position Details

  • Location: 600 S Pierce Ave., Mason City, IA
  • Schedule: Full-time | Monday – Friday | 8:00 AM – 4:30 PM
  • Hybrid telework and alternate work schedule opportunities after 6-months of employment has been completed

Description of work:
The Operations Manager will oversee IowaWORKSprograms and policies - under the integrated service system, as they apply to the design and operations of the One-Stop Center under their authority. You will also monitor integrated IowaWORKS policies, providing guidance and technical assistance to established teams/staff as needed or requested to ensure policies are being followed. Pilot enhancements to service delivery model as developed. You will establish a good working relationship and serve as liaison with other community agencies, training providers and business associations to ensure effectiveness of the service delivery system. Collaborate with all on-site partners for optimum coordination of customer flow, access to all services, non-duplication of processes, sharing of information and attainment of performance measures.


In this role you will follow guidance from the agency regarding budgets and ensures that funds are spent as required by program regulations, IWD policy and protocol and promote available services by contacting local, private, and public organizations and explaining existing services and assessing manpower needs; represents IWD at related business meetings.


The successful candidate in this role will facilitate all teams to develop an understanding of the vision for the IowaWORKS system and create strategic implementation plan for IowaWORKSservices and create work processes for the delivery of integrated services within local Center.


The Operations Manager supervises and evaluates the work the staff; effectively recommends personnel actions related to selection, disciplinary procedures, performance, leaves of absence, grievances, work schedules and assignments, and administers personnel and related policies and procedures. You will act as an appointing authority in all hiring decisions for staff under their authority.


You will develop a thorough knowledge and understanding in this role as an Operations Manager of all IowaWORKS program laws, regulations and policies to ensure proper implementation within the workforce delivery system, including but not limited to: WIOA, Wagner-Peyser, Unemployment Insurance, RESEA, veterans, Employer Services, Promise Jobs, and other related employment and training programs. Announce and share information regarding any program changes to all staff and arrange training in order to develop staff knowledge and skills when needed.


Serve as a resource and content expert on IowaWORKS and analyze operational and customer data to ensure expectations are being met. Collect and report on qualitative and quantitative data that accurately depicts current local operations.


Essential functions:

  • Effectively manage performances, plans, improvements, and supervise IowaWORKS staff in multiple locations to ensure agency policies are delivered consistently to Iowans seeking services.
  • Present to small and large groups and conduct training one-on-one and in large groups.
  • Travel statewide.
  • Self-manage time effectively, multi-task, and meet deadlines.
  • Implement and sustain operational procedures and policies of the strategic plans.
  • Establish policy objectives for the program that contributes to the agency’s strategic mission.
