An employer is looking for an Operations Planning SME to sit at Fort Meade. This candidate is a principal-level strategist responsible for developing, analyzing, and supporting joint operational and strategic plans. This role requires expert knowledge of the Joint Planning Process (JPP), advanced planning concepts, and information technology capabilities, with the ability to translate strategic guidance into executable plans, orders, and directives. The SME leads Joint Planning Groups and Operational Planning Teams, conducts mission analysis and COA development, authors and reviews planning documents (e.g., CONOPS, white papers, OPORDs), and integrates cross-functional concepts across Joint, Service, and Combatant Command partners. Serving as a trusted advisor to senior military and civilian leaders, the SME supports crisis action, future, and deliberate planning efforts, applies advanced analytical frameworks, and operates independently with minimal guidance.
Basic Qualifications
-Active TSSCI
-Bachelor's degree in a relevant technical discipline and 15 years of overall related experience in military operational planning, with a proven track record of success in a joint, multi-domain environment or Master’s degree with 10 years of prior relevant experience. Additional related years of experience may be accepted in lieu of a degree.
-Expertise in the Joint Planning Process (JPP), from Planning Initiation to Plan/Order Development.
-In-depth knowledge of various planning levels (Commander's Estimate, BPLAN, CONPLAN, OPLAN) and planning types (Campaign, Contingency, Crisis Action Planning).
-Deep understanding of Mission Analysis inputs/outputs, and mastery of COA Development, including screening criteria (Adequate, Feasible, Acceptable, etc.) and evaluation criteria.
