An Overview

The Non-Technical Project Manager serves as a key technical, analytical, and operational leader within the Department of General Services. This role manages non-technical projects across the full lifecycle, leads the development and implementation of a comprehensive facilities quality control program, CMMS implementation, and oversees asset management, performance tracking, and project management administration. The position integrates project management, project controls, data analytics, and operational oversight to ensure the optimal performance of building systems, effective use of public resources, and continuous improvement of departmental processes. The role exercises significant independent judgment, supervises staff, and provides high-level reporting and analysis used by department leadership to drive informed decision-making.

The ideal candidate brings a strong technical foundation in facilities maintenance, asset management, and regulatory compliance, paired with advanced project management capabilities in scheduling, financial forecasting, risk management, and performance analysis. They are proficient in project management systems and analytical tools—including project management platforms, Power BI, Tableau, and Microsoft Project—and are able to independently lead projects from initiation through closeout. The candidate demonstrates expertise in developing SOPs, process maps, dashboards, and technical reports, and possesses exceptional communication skills for coordinating with stakeholders and presenting information to leadership. They bring proven supervisory experience, with the ability to coach, develop, and evaluate staff, along with strong analytical and problem-solving skills that support data-driven decision-making and continuous improvement across the department.

The Opportunity – Examples of Work

Facilities Quality Control & Operational Oversight

• Develops and maintains an integrated facilities maintenance work order request system, and quality control program to ensure building systems meet performance, safety, and compliance standards.

• Develops specifications, assists with solicitations, and oversees contract administration for repair, maintenance, and operational services.

• Supports energy efficiency and sustainability initiatives by maintaining records related to system performance, inspections, and lifecycle improvements.

Asset Management & Inventory Oversight

• Supports asset management processes using VFA or similar systems to maintain asset inventories, condition assessments, and lifecycle forecasts.

• Supervises and ensures effective parts management and inventory control for maintenance supplies, collaborating with subject matter experts to maintain data accuracy and optimize resource utilization.

• Tracks asset performance trends and costs to support planning and prioritization for operational and capital needs.

Project Management

• Manages non-technical projects from initiation through closeout, including scope definition, schedule development, cost estimation, and risk identification.

• Develops Project Management Plans (PMPs), financial forecasts, schedules, risk registers, and project documentation.

• Coordinates with internal divisions, contractors, consultants, and senior leadership to ensure timely project delivery and issue resolution.

• Conducts site visits to assess project progress, validate data, and collaborate on cost or schedule impacts.

Project Controls & Financial Analysis

• Performs cost and schedule analysis, earned value management, variance analysis, and financial forecasting to support operational planning and project decision-making.

• Prepares analytical reports, dashboards, and KPIs to measure performance, productivity, and quality across facilities and project operations.

• Supports development of operating and capital budgets by evaluating expenditure patterns, identifying efficiencies, and aligning resources to departmental priorities.

Project Management Administration, Governance & Reporting

• Implements and administers project management platforms for scheduling, cost tracking, risk management, and document control for facilities maintenance.

• Establishes project management governance standards, ensures data accuracy, and configures workflows, templates, and forms to support consistent project management practices.

• Develops dashboards, performance metrics, and reporting tools used by leadership to monitor project and operational performance.

• Provides training and technical support to staff, ensuring proper use of PMIS tools and adherence to documentation standards.

Supervision & Leadership

• Supervises the Facilities Parts Specialist and Management Analyst, overseeing daily operations, workload distribution, performance management, and staff development.

• Reviews work products, provides coaching and feedback, and ensures alignment with departmental standards and program objectives.

• Contributes to strategic planning, operational improvement initiatives, and department-wide project management capability building.

About the Department

The Department of General Services mission is to provide exceptional management of the City’s real estate, facilities and other support services for all our customers, internal and external. The Department of General Services staff strives to provide our customers with unmatched services by proactively managing the City’s assets to support the delivery of services to the City of Alexandria, responding to service requests in a timely manner, listening to our customers, and ensuring that our customers are satisfied with the resolution.

This position requires a Bachelor’s degree and five (5) years of related experience or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

The ideal candidate brings over 10 years of experience in facility operations, project controls, or quality management, demonstrating a strong foundation in managing complex operational environments. They hold an ASQ certification or comparable credentials, reflecting a commitment to industry standards and continuous improvement. The candidate is proficient in PMIS platforms such as Quickbase, e-Builder, Oracle Primavera, or similar tools, and possesses advanced expertise in earned value management, cost forecasting, schedule risk analysis, and performance reporting.

Additionally, they have a solid understanding of building codes, regulatory requirements, and preventive maintenance standards. Their technical skill set is further strengthened by proficiency in analytical and project management tools, including PMIS, VFA, Power BI, Tableau, Smartsheet, Microsoft Project, or equivalent platforms, enabling data-driven decision-making and effective project execution.
