About the role

We are seeking an experienced and forward-thinking IT leader to oversee a team of technical professionals responsible for the design, planning, development, configuration, management, security, and support of the City of Madison’s enterprise network infrastructure and data centers. This position also serves as the City’s Enterprise Architect, guiding the long-term vision and architecture of our technology environment.

Additionally, this role provides management consulting to IT management, customers, and partners, advising on how to overcome technology and security concerns and recommending solutions to achieve higher standards of quality and performance. This role exhibits a high degree of independence and requires adeptness at managing both technical challenges and business situations autonomously.


Technical Expertise

The ideal candidate brings a deep understanding of network infrastructure and hands-on experience with a wide range of network devices, including:

  • Wireless Access Points (WAPs)
  • Firewalls
  • Routers and switches
  • Network controllers

You will be responsible for implementing, managing, and troubleshooting these systems to ensure the City’s network remains resilient, secure, and efficient.

Leadership & Strategic Impact

Beyond technical oversight, this role provides strategic consulting to IT leadership, customers, and partners. You will advise on technology and security challenges, recommend solutions, and help drive improvements in quality, performance, and reliability across the organization.

This position requires strong communication skills and the ability to work effectively with internal customers, external agencies, suppliers, and technology partners.

What you’ll do

In this supervisory level role, you will lead a team that manages the City’s physical and logical data, voice, video, and wireless networks. Core responsibilities include:

  • Lead, supervise, mentor, and develop the Network Communications Team, including training, cross-training, and resource/workplan management
  • Direct the architecture, design, implementation, configuration, and support of the City’s enterprise wired and wireless networks
  • Manage lifecycle replacement and continuous improvement for all network infrastructure and components
  • Coordinate with Cybersecurity to plan and implement network security measures protecting data, software, and hardware, including disaster recovery planning and operations
  • Manage projects involving installation and deployment of new network technologies and infrastructure
  • Review RFPs for network-related projects
  • Provide IT oversight for construction and remodel projects
  • Perform other related duties as required
  • Four (4) years of experience in applying the following:
    • Enterprise network architecture and design for data, voice, video, wireless, storage, audio-visual, access control, and security services of hundreds of sites and multiple data centers
    • Enterprise network communications equipment configuration, installation, and support
    • Disaster recovery and continuity of operations; AND
  • Two (2) years of experience in applying the following:
    • Enterprise voice over internet protocols (VOIP) infrastructure configuration and support
    • Enterprise electronic access control physical security system
    • Network diagnostic, monitoring, and analysis tools
    • Network operating systems such as Cisco IOS
    • Communication protocols (mainly TCP/IP) and routing protocols (e.g., BGP, OSPF)
    • Network segmentation design and practices
    • Design, construction, physical security, and cooling and power systems for data centers and network closets
    • Methods, principles, and practices of effective conflict resolution
    • Supervisory principles and practices
    • Principles and practices of governmental budgeting and purchasing procedures and practices

  • Two (2) years of advanced-level professional experience comparable to that gained as an IT Specialist 4 with the City of Madison in applications development, including applying management information system networking considerations, design, and analysis and related software and hardware technology, tools, and techniques; AND
  • Associate's (or higher level) degree in computer science or a related field
Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills, and abilities necessary to perform the duties of this position will also be considered.
