This leadership role is located onsite in Rancho Bernardo, CA.

Key Responsibilities
Leads team of ~15 Individual Contributors and 2 Managers through the execution of all phases of the Subcontracts lifecycle
Supports a dynamic, fast-paced restricted program
Sources and procures specialized goods and services.
Owns contractual management and responsibility for the suppliers.
Responsible for source selection from contract proposal to execution phases.
Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
Manages and develops strategic/key suppliers.
Reviews and approves supplier payment as needed.
Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
Basic Qualifications:
Must have a Bachelors Degree with 7 years, or a Masters Degree with 5 years or High School Diploma/Equivalency with 11 years combined experience; combined experience in any of the following: Subcontracts Management, Procurement, Program Management, or Contracts Management
Must have FAR and DFARS experience
Must have subcontract management experience for subcontracts in excess of $50 Million
Must have a minimum of 3 years experience leading a team, process, and/or projects
Must have the ability to obtain/maintain a DoD Secret and TS/SCI clearance within a reasonable amount of time as determined by the Company to meet its business needs
Must have the ability to obtain/maintain Special Program Access within a reasonable amount of time as determined by the Company to meet its business needs
Preferred Qualifications:
Active TS/SCI or Secret Clearance
Master Degree in Business, Global Supply Chain or Project Management
Experience working on high dollar production and/or development Subcontracts with complex contract types
Experience conducting presentations to and collaborating with Senior Leadership
Internal Northrop Grumman Subcontracts experience
Knowledge of Earned Value Management System
CAM Experience or Training
Risk mitigation experience
Negotiating skills with contract in excess of $100 million
