Job Overview
This position performs general executive level managerial / administrative duties across the Department’s Safety, Training, and Systems Reliability Division Administrative operating groups. Oversees implementation of workplace safety and loss initiatives, development and delivery of technical and professional development training programs, all administrative support functions for the Systems Reliability Division, and coordination of established employee engagement initiatives. This position also serves as Logistics Chief in WRD’s emergency response Incident Command Structure (ICS).
Salary
$89,044 - $122,532

Ideal Candidate
The ideal candidate for this position is an experienced and multi-faceted professional with a strong background in adult learning, organizational development, industrial safety, and emergency response protocols. The ideal candidate will be skilled in instructional design, development, and delivery of organizational training programs for adult learners, highly proficient in developing curriculum and training materials and translating complex information into clear, accessible instruction with the ability to engage audiences ranging from frontline employees to senior leadership. The ideal candidate must be highly organized and detail oriented, able to prioritize and manage multiple projects. The ideal candidate must demonstrate exceptional presentation and facilitation skills which support operational and professional development goals. Strong written communication skills are essential for creating documentation, training resources, and employee related messaging. The ideal candidate is proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. The ideal candidate should have supervisory experience, as well as experience managing budgets and operational performance, supporting procurement or coordination of program-related commodities, and maintaining strong organizational and administrative practices. The ideal candidate should be able to work independently and collaboratively with leadership and staff as required to meet organizational goals.

Duties and Responsibilities

Nature of Work
Sedentary: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move object, including the human body. Sedentary work involves sitting most of the time. Job are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
Working Conditions
Works in an office or remotely and attends meetings at various locations, generally 40 hours per week, Monday through Friday, with some weekend work. May be required to work additional hours to meet deadlines, handle workload, or when activated for emergency response.
Physical Effort
Must be able to walk various facilities and perform typical desk job activities.
Minimum Qualifications
A four-year bachelor's degree from an accredited college or university, focused on business, organizational communication, or related disciplines; AND
5 years of experience in occupational safety/risk management, learning and development, instructional design, or a related field including at least 2 years in a supervisory role; OR
An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)
Must possess a valid Florida Driver's License

Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
