The Manager of Pre-Construction is an active participant in subcontractor relationship development, and operational initiatives for OLIO growth. Lead selective preconstruction and estimating services to assigned customers and projects across multiple markets. The Manager of Pre-Construction position will be hands-on and oversee all preconstruction-related activities and projects to ensure that all projects are estimated competitively, bid competitively, resourced in alignment with the project schedule and per the approved construction drawings. He/she is responsible for applying effective management techniques to the planning, design, estimating, bidding and scheduling phases of a new project from inception to completion to control cost, time, and quality. He/she is organized and leverages technology to maintain, benchmark and forecast all internal and industry data on cost. He/she is expected to utilize management systems to promote the successful execution of all capital projects via the utilization of systems and processes that promote effective coordination between all parties.
The Manager of Pre-Construction uses effective communication, industry expertise and organization to plan for and establish Sub-Contractor and Vendor relationships in both new and existing markets. Leveraging and building equity for the OLIO brand is critical. This role establishes Sub-Contractor and Vendor relationships that create downstream project efficiency and results. Planning, negotiating skillsets and relationship building are key characteristics of this role.
This role sits between deal flow, relationships and execution – and the expectation is operating with urgency, collaboration, accountability and a bias toward results. Partnership and collaboration between other Business Units and Project Functions is critical to success at OLIO.
PRINCIPAL DUTIES & RESPONSIBILTIES
1. Pre-Construction
· Prepare and oversee detailed and competitive cost estimates, the bid process, budgets, and value engineering efforts in multiple markets.
· Identify cost risks early and drive solutions that protect deal viability
· Ensure all deliverables are accurate, timely, and aligned with project goals.
· Develop and establish professional relationships with subcontractor base to generate and repeat referral opportunities.
· Responsible for reviewing project construction documents and contracts to fully comprehend the project-specific scope of work (site and building design).
· Responsible for the pre-development of the proposed schedule.
· Attend pre-bid, pre-construction, public hearings or meetings as requested.
· Conduct constructability review (coordination with design professionals).
· Negotiate, optimize and level bids, analyze scope gaps, and drive competitive pricing.
2. Construction:
· Market to, build and maintain strong relationships with subcontractors across multiple markets.
· Ensures construction processes are created in an acceptable amount of time and within budgeted cost constraints (at or under project budget).
· Interview and hire Estimators, Coordinators as requested. Evaluate, coach, and mentor all Subcontractors, future Coordinators, and Estimators of OLIO’s resources to deliver desired results.
· Utilize Procore resources and tools to monitor, manage, and forecast outcomes.
· Evaluate trends in resource performance and draft plans to improve results.
3. Post-Construction:
· Perform job-close out meeting with Project Management & Accounting to review over-all success of project.
· Cycles final cost data and leverages final cost data for future projects.
4. General:
· Collaborates and coordinates with Development Manager And Director of Construction (and design professionals) to initiate necessary document modifications or corrections to Prototype documents (store design).
· Investigates cost saving alternative to construction materials and methods.
· Provides Business Unit and Leadership Cost Data and reporting on KPIs.
· Leverages negotiation skills and relationship building.
· Positions Sub-Contractors for success via planning, coaching and quality control.
· Positions PM Team for success – makes projects better.
· Builds the OLIO brand – is an equity builder.
QUALIFICATIONS
1. Project Management: The ability to create and implement integrated systems and procedures during the design and construction process to successfully manage the entire construction process and establish a network of effective monitoring, communication, and reporting tactics. The ability to collaborate effectively with both internal and external resources before, during, and after construction. Is a skilled planner and relationship builder.
2. Cost Management: The ability to establish and enforce guidelines for managing, controlling, and monitoring project costs (budget) during all phases of a project through the provision of an integrated and comprehensive system. Is also skilled at negotiating.
3. Time Management: The ability to develop and utilize systems to realize the most effective use of people, materials, equipment, and funds. Proper planning, scheduling, coordination, and monitoring to achieve on-time completion within budget and at the level of quality expected.
4. Quality Management: The ability to plan, organize, implement, monitor, and document a system of policies and procedures that coordinate and direct relevant project resources and activities in a manner that will achieve quality;
· Quality: the degree to which the project and its components meet OLIO and the client’s expectations, objectives, and standards; determined by measuring conformity of the project to the plans, specifications, and applicable standards.

· Based out of Columbus, OH office
· Travel Required: 50% (sometimes more depending on construction activities)
· Proficient in Microsoft Office with a focus on Word, Excel, Project, and PowerPoint
· +7 - 10 years of ground-up retail commercial construction-related experience
· Proven track record of managing bids and delivering accurate project pricing
· Ability to both lead and execute—no reliance on others to “do the work”
· Strong understanding of construction methods, materials, and pricing dynamics
· Excellent project management skills
