King County Records & Licensing Services (RALS) invites applications from experienced management professionals to be considered in filling the Licensing Operations Manager position. This position is responsible for leading and providing oversight to operations, personnel, and performance management, developing and implementing county/department/division initiatives. The Licensing Operations Manager will report to the RALS Licensing and Recording Administrator and will serve on the Division’s Senior Management Team.

Records and Licensing Services Division (RALS) - King County, Washington
Records and Licensing Services operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by RALS are mandated by state law and are provided within King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and/or meeting various legal responsibilities.
RALS is recognized as a leader in service excellence and is building an enduring legacy of continuous improvement and employee engagement throughout our organization providing services to the public that include:
- Archives Records Management and Mail Services Section; providing internal mail services and physical and electronic records management services to all county agencies.
- Regional Animal Services; Providing animal care and control services for the protection of property, human health and safety; and promoting responsible pet ownership and animal welfare through education and licensing programs through public and private sector partnerships.
- Recorder’s Office Section; Providing prompt and accurate recording of documents, such as real estate deeds and mortgages, plats and surveys, as well as the preservation and producing copies of recorded documents. The Recorder’s Office is responsible for collecting and dispersing real estate excise tax payments on the conveyance of real property in King County as well as recording and making accessible real property and other documents for members of the public, businesses, and other governmental agencies
- Licensing Section;Providing Vehicle and Vessel and For-Hire licensing and information services and promoting public safety by administering and enforcing licensing and taxi regulations.Vehicle and Vessel Licensing - King County, Washington
The Licensing office is responsible for providing vehicle and vessel licensing services for King County and under contract with the Washington State Department of Licensing (DOL) as set forth in Revised Code of Washington (RCW) 46.01.140. The King County Licensing office subcontracts with 21 private business owners to deliver vehicle and vessel licensing services from location across King County.Taxi, For-Hire, and Transportation Network Company (TNC) Licensing - King County, Washington
The Licensing office ensures comprehensive oversight of the for-hire transportation industry which includes licensing (drivers, vehicles, dispatch agencies), code enforcement and regulatory measures. In partnership with the City of Seattle’s Consumer Protection Division (CPD), the licensing office oversees the for-hire transportation industry in unincorporated areas of King County and extends its regulatory services through interlocal agreements to 16 municipalities and the Port of Seattle (specifically, Seattle-Tacoma International Airport). CPD regulates the for-hire transportation industry within Seattle city limits.
Scope of Job Duties:Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. - Participate and contribute as an integral team member on the RALS Senior Management Team.
- Plan, Do, Check and Adjustto optimize delivery of operational and budgetary priorities; develop and implement strategies to accomplish those priorities. Bring a continuous improvement mindset and process improvement skillset to the organization.
- Strategizenew initiatives, problem solving, and operational improvements to produce optimal service delivery outcomes.
- Preparepresentations, written materials, reports and graphic communications including special focus on key performance metrics, service delivery targets and optimizing communication.
- Build teams, supervise, and mentor staffacross the section, hiring recommendations; Lead, encourage and foster a positive work-environment supportive of employee learning, development, and continuous improvement. Prepare performance appraisals, deliver frequent performance feedback, maintain clear, concise personnel management documentation, enforce workplace rules, foster a positive workplace culture.
- Lead and mentor supervisors in all aspects of talent management: recruitment, onboarding, training, coaching, performance management, and meaningful recognition delivery.
- Develop leadership capacity among supervisors to foster trust, continuous improvement, employee development, accountability and organizational success.
- Lead, help develop, and motivate employees,helping them to recognize the important role they each play in achieving the overall agency priorities while empowering individuals to pursue professional goals.
- Respond to County Council, Executive, and Public Information Officer (PIO) inquiries and escalated inquiries from constituents, including requests for presentations, data, and information, ensuring timely and accurate communication.
- Develop and maintain solid relationships with multiple stakeholders including county officials, state agency representatives and for-hire industry organizations.
- Possess arobustexecutiveskillset including strong leadership, organization, strategic thinking, and organizational development; demonstrated experience leading inclusive group processes.
- Apply knowledge of local, state, federal and environmental laws, regulations, and policies.
- Are proactiveand able to manage/track a high volume of diverse tasks and projects in a fast-paced environment.
