SUMMARY OF DUTIES:The Manager of Cargo Control & Compliance coordinates and supports customer requirements aligned with NCSPA processes and the Terminal Operating System (TOS) to manage all cargo transiting the General Cargo Terminal accurately and effectively. The Manager oversees their department’s daily operations and serves as the liaison between NCSPA and its customers. The Manager is heavily involved in customer relationships, specializing in inventory control, data integrity, and terminal compliance documentation. The Manager is a super user inside the TOS and is responsible for creating and maintaining best practices within the system based on operations and customer needs.
DESCRIPTION OF WORK:- Designs, executes, and oversees the daily planning, coordination, and completion of General Cargo transactions.
- Communicates and works closely with customers, shipping agencies, trucking companies, rail companies, stevedores, CBP, and all other stakeholders on cargo handling, receiving, loading, storage, inventory, reporting, and all other contractual obligations.
- Coordinates vessel arrival and departure dates, cargo releases, and delivery and receival plans.
- Ensure a clear understanding of business terms set for customers and the information required to support proper billing, and direct internal communication with Business Development and Finance as necessary.
- Ensure terminal compliance with all CBP rules and regulations.
- Maintain port inventory system including importation of manifest data as necessary, inventory locations, system entries, etc. Update inventory locations as necessary. Prepare discharge reports for supervisors on import cargo.
- Prepare and upload templates with vessel bill of lading for operation system in order to set up inventory and billing of vessel charges.
- Prepare out-turn, short and damaged cargo (OS&D) reports and share with customers as applicable.
- Conduct investigations for claim and inventory discrepancies; troubleshoot and resolve in an expedited fashion.
- Troubleshoot any issues arising during the import of manifest data, inventory locations, shipment entries, etc.
- Complete daily and monthly reports for truck and rail movements as required.
- Track open orders. Plan orders and provide documentation and work instructions daily for operations teams.
- Provide data to port customers in a variety of ways such as e-mails, scanned dock receipts, ship reports, physical inventory counts, discharge reports, overage/shortage/damage reports, discrepancies, and/or inventory information for their accountants.
- Strive for continuous improvements, cost effectiveness and optimal utilization of resources by identifying initiatives and processes, implementing change as necessary.
- Provide guidance for daily work assignments, clearly establishing the team structure necessary to carry out requirements with clear priorities.
- Verification of payroll timesheets, monitoring for equitable overtime distribution, and addressing attendance issues as needed.
- Administer personnel policies, ensuring compliance along with accountability.
- Provide leadership and training for a team-based, goal-oriented workforce that maintains and enhances morale and employee engagement.
- All other duties as assigned by management.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:- Associate degree in business management or related field with two years of general terminal experience or equivalent education and operational experience required.
- Must be proficient in the use of business software, such as: MS Word, Excel, email applications, and SAP.
- Position requires excellent customer service and communication skills.
- Accurate and timely reporting combined with exemplary attention to detail is required.
- Ability to work cooperatively in multi-person, fast-paced office.
- Must have a valid driver’s license and meet TWIC security requirements.
WORKING CONDITIONS/PHYSICAL EFFORT:Much of the time will be spent in good working conditions in a climate-controlled environment, normal office/clerical duties. At times, they will be exposed to inclement weather, loud noises from machinery, in proximity to machinery in operation, and fumes/odors from products that are handled on the port. May also include driving on the port and walking on concrete surfaces as well as bending/stooping when assisting with inventories. Normal lifting of up to 25 pounds as found in an office environment.
