- Researches and prepares applications for federal, state, and local funding opportunities; develops and maintains interdepartmental, local and regional partnerships for grant opportunities; coordinates grant application completion and submission, award acceptance, and contract execution and administration; ensures compliance with grant obligations and reporting requirements and timelines; serves as a liaison between the Agency, funding agencies, and local and regional partners; and performs related duties as assigned.
- Responsible for performing the full cycle grants management duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
- Engage, coordinate, and provide strategic direction to external consultants supporting grant development, compliance, and reporting activities.
- Maintain detailed records to support accounting accuracy, audit readiness, and analysis of grant income projections and trends.
DEFINITION
Under direction, performs a variety of professional analytical, technical, programmatic, and administrative duties in support of an assigned Agency department, office, and/or program area; analyzes and interprets data and prepares reports related to Agency-wide policy planning and system implementations; monitors programs and services for compliance with applicable legal or regulatory requirements; coordinates assigned activities with other departments, divisions, outside agencies, and the general public; assists in the development of goals, objectives, policies, work standards, and administrative control systems; and performs other related duties as required.
DISTINGUISHING CHARACTERISTICS
This is the journey level classification in the Management Analyst series. This class is distinguished from Management Analyst I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions at the Management Analyst II level are flexibly staffed and may be filled by advancement from the Management Analyst I level; progression to the Management Analyst II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Management Analyst II.
SUPERVISION RECEIVED/EXERCISED
Receives direction from assigned supervisory or management personnel. Exercises no direct supervision over staff.

Duties may include, but are not limited to, the following:
- Provides professional administrative support to an assigned department or section; evaluates administrative procedures; composes a variety of technical and Board agenda reports; compiles and analyzes data and makes recommendations on the formulation of policy and procedures; conducts research and analysis in a variety of areas including financial planning and financial operations.
- Plans, organizes, coordinates, directs and/or conducts administrative and/or management studies relating to the activities or operations of the department; conducts complex surveys, research and analysis on administrative, fiscal and operational issues; analyzes alternatives and makes recommendations regarding such areas as staffing, facilities, equipment, cost analysis, and productivity.
- Plans, coordinates, implements, promotes, and oversees assigned programs, projects, and initiatives; develops and implements program goals, objectives, policies, procedures, and priorities; assists with the development and implementation of strategies for the achievement of these goals.
- Participates in the development and monitoring of budgets; publishes and distributes budget information; applies for budget awards; reviews and analyzes budget requests and changes; makes recommendations and obtains final approval for changes.
- Participates in and provides staff support to a variety of committees and boards; prepares and presents staff reports and other correspondence as appropriate and necessary.
- Assists in developing bid specifications and reviewing proposals; drafts and processes contracts and agreements; monitors professional services agreements and contracts for compliance with the administrative and related provisions of the agreements, including expenses and deliverables to ensure contract compliance.
- Resolves complex customer questions and provides information to the public; receive and investigate complaints and recommend corrective action, as necessary, to resolve complaints.
- Represents the Agency in meetings with members of other public and private organizations, community groups, contractors, developers, and the public; prepares and conducts presentations for a variety of audiences.
- Oversees and participates in the design, production, and distribution of a variety of professional, marketing, outreach, and informational materials, communications, and presentations for assigned programs, services, resources, events, and activities.
- Performs other related duties as required.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is a primarily sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and close to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

QUALIFICATIONS(The following are minimal qualifications necessary for entry into the classification.)
Education and/or Experience:
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Management Analyst II. A typical way of obtaining the required qualifications is to possess:
- A bachelor's degree from an accredited college or university with major coursework in business administration, public administration, finance, or related field.
- Two (2) years of increasingly responsible professional level administrative and management analysis experience.
