Under general supervision of landfill superintendent, operate heavy equipment associated with a solid waste facility in a landfill environment including loading, hauling and related operations. Also performs semi-skilled maintenance tasks.

DISTINGUISHING CHARACTERISTICS OF CLASS:
Employees within this class are distinguished from the Equipment Operator series by the performance of the full range of duties as assigned including operating heavy equipment in a landfill environment. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

  • Cleans and performs preventive maintenance on construction and maintenance equipment.
  • Operates snow removal and ice control equipment to maintain a safe road surface.
  • Utilizes proper safety precautions related to all work performed.
  • Responds to public inquiries in a courteous manner and provides information within the area of assignment.
  • Operates construction and maintenance equipment and power tools such as pneumatic Tools and heavy equipment such as bulldozer, compactor, scraper, water wagon, motor grader, loader and skid steer.
  • Works as a part of a maintenance crew; constructs roads and performs general maintenance duties as they relate to roads, sanitary and storm drains; clears and maintains drainage ditches and washes.
  • Hauls various materials on designated routes to specified areas; removes debris.
  • Read and understand grade stakes.
  • Inspects vehicle loads for unacceptable waste.
Knowledge, Skills, and Abilities: (KSAs are the attributes required to perform a job; generally demonstrated through qualifying experience, education, or training).

Knowledge of
  • Operation and maintenance requirements of power-driven equipment;
  • Practices, methods, and materials used in general construction, grounds maintenance and general maintenance work;
  • Operational and safety rules involved in heavy equipment operations;
  • Operational characteristics of mechanical equipment and tools used in the area of work assigned;
  • Occupational hazards and standard safety practices including operating equipment around members of the general public
  • Finish grading
  • Basic welding techniques; and
  • Organization policies and procedures.
Ability to
  • Read and interpret maps, sketches, drawings, specifications and technical manuals;
  • Excavate, level, cut, distribute earth and construct berms and trenches;
  • Perform unskilled and semi-skilled maintenance, construction, and repair work in the area of work assigned;
  • Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions;
  • Perform heavy manual labor;
  • Work independently in the absence of supervision;
  • Understand and follow oral and written instructions;
  • Communicate clearly and concisely, both orally and in writing; and
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Operate engineering laser
  • Run operations at the scale house as required

Required Certifications and Licenses:

High School Diploma or equivalent and possession of a valid driver's license on the date of application, and maintenance thereafter.

Must possess the ability to be bonded

Experience and Training:
Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:

Completion of a high school education or equivalent and one year operating earth moving machinery and heavy equipment.

Physical and Mental Requirements:

Strength, stamina, and agility to frequently sit while driving assigned vehicles; to stoop, squat, bend, kneel, crouch, crawl, climb, or balance. Strength and stamina to carry, lift, loosen, push, and pull various mechanical and automotive parts and equipment, and use hands to finger, handle, reach, tighten, feel or operate objects, hand and power tools, or controls. Frequent lifting and/or moving of objects up to 50 pounds and occasional moving of objects up to 100 pounds. Specific vision abilities required include close vision, and the ability to adjust focus. Hearing acuity to sufficiently be able to differentiate subtle changes in engine sounds. Position must be able to communicate over the noise of engines and motors.

Working Conditions:

Work is performed under the following conditions.

Most of the work is performed outside in all types of weather. Frequent exposure to outside conditions such as extremes of hot and cold, wet and/or humid conditions, dust, grease, and fumes. Incumbents frequently work near moving mechanical parts and are exposed to working near or around loud engine noises. Exposure to sharp objects, pinch points, and moving objects and vehicles is common.
