This position serves as the Department’s labor relations coordinator by developing a strategic plan for implementation and administration that considers both management and employee perspectives, providing proper implementation of the State’s contract/agreement with the labor union representing State employees. This position serves as the CDLE representative with the labor union representing State employees in the areas advising, counseling, directing and coaching on the workplace issue of contract fulfillment, policy interpretation, employee conflict, work conditions, performance management, employee discipline, dispute process and employee coaching related to the State contract agreement and the Department Side Agreement, if any.

This position works with the Human Resources Director, Employee Relations Manager, supervisors, managers and other Human Resources representatives to create a strong culture of engagement and cooperation with the union representing State employees. This position serves as the lead for contract/agreement disputes, informal contract/agreement mediations, required contract/agreement notices and in communication with the union representing State employees.

MINIMUM QUALIFICATIONS:

Experience Only:

Seven (7) years of relevant experience in an occupation related to the work assigned to this position focused on Labor and Union relations to include duties such as:

  • Managing labor stakeholder relationships between union representatives, employees, supervisors, and executive leadership.
  • Contract negotiation, compliance, and enforcement.
  • Experience working with and interpreting collective bargaining agreements or partnership agreements
  • In depth knowledge of the State Personnel Board Rules
  • Experience with case management

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupationrelated to the work assigned equal to seven (7) years


Preferred Qualifications:
  • Experience with union contract process and negotiation.
  • In depth knowledge of Colorado employment law, regulations, and policies.
  • Relevant education in Human Resources, Business Administration, Organizational Development, or Law
  • Experience performing similar duties as a classified State of Colorado Employee
