Job Highlights


Join the Contract Release program within the Division of Labor Standards as our Clean Energy Program Specialist 4! In this role, you’ll be the designated specialist in all components related to the administration, strict compliance, and guidelines established with 296-140 WAC. You’ll oversee the day-to-day operations of the program, coordinate program activities and ensure applications received are accurately reviewed for compliance with 296-140 WAC. You will also play a key role in safeguarding compliance across billions of dollars in public improvement contracts each year.

Some of what you’ll do:

  • Certifies eligibility through the review of Clean Energy application from various entities; both public and private, to ensure adherence to state rules and laws.
  • Conducts extensive research into compliance requirements managed within the Department of Labor and Industries such as but not limited to;
  • Employment Standards wage and hours laws, Workers Compensation premium payments, and compliance with Prevailing Wage Laws in order to determine eligibility.
  • Verify certification requirements through research and information transfers within the Department of Revenue, Office of Minority & Women’s Business, and other state and federal agencies for compliance as required by 296-140 WAC, Clean Energy.
  • Analyze and authenticate Community Workforce Agreements and Project Labor Agreements to establish 100% tax refund eligibility.
  • Utilize analytical and critical thinking to establish percentages of tax incentive eligibility for qualifying Clean Energy projects subject to 269-140 WAC.
  • Independently interpret and apply RCWs and WACs to accurately review all work performed on over $4 billion in public improvement contracts each year.
  • Review and analyze all public works projects $35,000 and over that have been completed and the Notice of Completion to multiple agencies for final compliance before releasing the lien on retainage.
  • Evaluate prevailing wage job classifications and verify that appropriate workers’ compensation risk classes are applied and that all required premiums have been paid by each contractor
  • Provide education and guidance to support understanding and achieve voluntary compliance. When necessary, initiate referrals to agency partners for further enforcement actions.
  • Develop and implement visual PowerPoint presentations, written brochures and correspondence in an ongoing outreach effort for interested parties involved in the development of clean energy and building of those facilities.

Required:

  • A Bachelor’s Degree and three years of experience in a related field including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government and supervisory experience.
OR
  • 7 years of equivalent education/experience may be substituted for the education and experience in interviewing, requesting sensitive data, reviewing contract specifications, bid documents and certified payroll.
  • Various combinations of education and experience can be used to reach the total of 7 years.


AND

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Desired:

  • Experience with auditing, accounting, bookkeeping, public works contracting, collecting civil or criminal debt, personal or corporate finance, and/or investigations Involving personal background, business practices, or fraud (may be obtained concurrently).
  • Experience dealing with Employer Risk Classifications, Employers Services account management explaining, researching and enforcing Washington state laws and rules in order to make complex determinations.
  • Knowledge and/or training of Lean process improvement methodologies.

For this position, telework is permitted full time, however some training and business needs may require occasional in office work. The assigned duty station for this position is Tumwater, Washington.
