Are you a senior-level IT Business Analyst who thrives on solving complex problems and partnering with diverse stakeholders? Do you enjoy turning business needs into innovative technical solutions? If so, this role could be a great fit.

In this position, you’ll leverage your deep business and technical expertise to design solutions, define detailed requirements, and guide system enhancements. You’ll play a key role in shaping strategic direction, supporting application modernization, and making critical decisions across a wide range of technologies.

You’ll also act as a primary point of contact for high-impact initiatives, leading the design of complex system interfaces across federal and state programs—often requiring creative, “outside-the-box” thinking to connect incompatible systems.

As a trusted liaison between technical teams, vendors, and business stakeholders, you’ll drive projects from concept through delivery—ensuring solutions align with organizational goals and deliver real value.

What You’ll Do

Lead & Develop Teams

  • Supervise and mentor Business Analysts, supporting staffing, performance, and skill development

Drive Business Analysis Excellence

  • Lead stakeholders and subject matter experts through requirements gathering and analysis
  • Solve complex problems and ensure best practices in business analysis

Define Requirements & Solutions

  • Elicit, document, and validate business, system, and functional requirements
  • Facilitate workshops, brainstorming sessions, and prototyping activities
  • Ensure solutions meet user needs and business objectives

Analyze & Improve Systems

  • Conduct current and future state analysis to identify gaps, risks, and opportunities
  • Evaluate system functionality, data flows, and integration points
  • Recommend solutions and improvements

Support Project Delivery

  • Contribute to project planning, governance, and execution
  • Help manage risks, resolve issues, and keep projects on track
  • Coordinate smaller projects independently, including scope, timelines, and communication

Collaborate with Vendors & Technology Partners

  • Work with SaaS and COTS vendors on enhancements, issues, and upgrades
  • Support full solution lifecycle: analysis, design, development, testing, and implementation
  • Assist with estimates, troubleshooting, and technical coordination

Lead Testing & Quality Assurance

  • Develop test plans, cases, and scripts
  • Guide teams through user acceptance testing
  • Track and manage defects and issue resolution

Deliver Training & Support Adoption

  • Create training materials and plans
Conduct user training to support system and process changes

Required

  • Four (4) years of education in computer science, information technology, or a closely related field and a minimum of six (6) years of direct and consecutive IT experience*.

OR

  • Two (2) years of education in computer science, information technology, or a closely related field and a minimum of eight (8) years of direct and consecutive IT experience*.

OR

  • Ten (10) years of direct and consecutive IT experience* working full-time in a professional IT environment.

*Relevant IT experience includes but is not limited to performing IT systems analysis, or other closely related IT function, such as application development, performing complex data analysis, IT project management, database management, and/or writing complex queries for reporting.

AND

  • Four (4) years demonstrated experience with eliciting, documenting, analyzing, and managing functional and non-functional requirements of highly complex projects

AND

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

DESIRED:

  • Three (3) years of supervisory experience
  • One (1) year of experience supporting COTS or similar types of systems
  • Certified or professional level certification as a business analyst
  • Successful completion of certified International Institute of Business Analysis classes.
  • Certification as a Lean consultant
  • Certification as a Project Manager
  • Certification in LEAN methodologies
