L&I’s Customer Service, Compliance, and Public Safety (CSCPS) Division keeps the public safe in Washington State by making homes and businesses safer, helping workers and employers to understand their rights, and empowering businesses to better protect their workers. Our work indirectly impacts every citizen in the state of Washington through the various safety programs (Boiler, Contractor Compliance, Electrical, Elevators, Factory-Assembled Structures, and Plumbers). The division investigates, detects and responds to potential industrial insurance fraud and abuse in the Washington workers’ compensation systems and Title 51 RCW (Field Audit, Firm Appeals, Collections and Investigations). The customer service team works across agency divisions and programs to provide streamlined and connected services.


Role Summary:

The CSCPS division is recruiting for an Administrative Regulations Analyst position for its legislative and rulemaking team. This position focuses on researching, developing, and implementing rules and regulations, and provides legislative support to the team. This position analyzes rules, laws, legislative bills, budgets, and data to support decision-making, help create and update rules/policies, and ensure compliance with the Administrative Procedures Act.


This role also involves participating in workgroups and committees and working with internal and external partners and agency leadership.


Some of what you’ll do:

  • Research and analyze policies, laws, and program data for the division.
  • Review, develop, compose, and update rules, regulations, and internal policies. Tasks include:
    1. Coordinating and managing rulemaking packages and timelines.
    2. Applying techniques for writing, rewriting, and editing of technical and complex material.
    3. Managing and updating public stakeholder engagement web pages associated with assigned rulemaking projects.
    4. Developing and managing policy drafting and publishing.
    5. Communicating with programs and project teams regarding rulemaking deliverables, deadlines and process changes.
  • Support Legislative activities. Tasks include:
    1. Analyzing proposed legislation and completing bill analysis, fiscal impact statements, and division and cross-divisional agency rollups.
    2. Preparing agency request legislation.
    3. Writing reports for the legislature and committee work.
    4. Implementing new legislation.
  • Coordinate and collaborate with subject matter experts, stakeholders, and other agencies.
  • Provide support, policy guidance, and technical expertise to internal and external customers, state and federal agencies, advisory committees and workgroups on outcome decisions and actions, interpretation of laws and regulations, and problem resolution. Tasks include:
    1. Representing L&I at meetings on subject matters concerning laws enforced by the division.
    2. Gathering and incorporating stakeholder and public input.
    3. Participating in board and committee meetings, and workgroups.

Required Qualifications:

Qualifying experience will substitute for education at the rate of one year of experience for one year of education.

Bachelor’s degree involving major study in employment law, public or business administration, political science, public policy, communications, writing, English or allied field and three years of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.

OR

A master's degree involving major study in public or business administration, journalism, communications, writing, English or closely allied field and one year of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.

Helpful relevant experience includes:

  • Experience conducting research and analyzing policies, laws, rules, or regulations.
  • Knowledge of state public safety and workers compensation program laws and rules, and the state budget process.
  • Understanding of the legislative process.
  • Ability to interpret complex laws, rules, and regulations.
  • Ability to create and maintain productive working relationships with external stakeholders including legislators, attorneys, stakeholder group representatives, and members of the public.

Preferred/Desired Qualifications:

  • Knowledge of and experience applying laws, rules, policies and procedures.

  • Understanding of the Administrative Procedures Act and legislative process.
  • Ability to interpret complex laws, rules and regulations.
  • In the preparation of written documents or oral presentation, ability to communicate complex information concisely and effectively, organize facts, arguments and conclusions in clear and logical sequence.
  • Ability to organize and complete special projects.
  • Ability to prioritize and manage work schedule and work independently.
  • Experience conducting rulemaking.
