The county journeyman electrician and security systems technician is responsible for installing, maintaining, and repairing both general electrical systems and specialized low-voltage security systems (access control, CCTV, and fire alarms) and overall facility infrastructure. In addition to technical electrical work, this role performs general building maintenance, including minor plumbing and mechanical repairs, to ensure the safety and longevity of county assets. This role also coordinates purchasing for small projects, provides guidance to maintenance staff on repair procedures, procurement, and safety, and oversees construction management duties for repairs and capital projects.

Install, maintain, and repair security systems, including access control, CCTV, fire/life safety systems, card access, and intercoms.
Collaborate with County Security Staff to support, diagnose, and resolve issues in security systems (access control and video surveillance systems), including scheduling door access and managing key cards.
Diagnose and resolve issues with electrical and security systems, responding promptly to emergencies.
Provide construction management support for project managers on electrical or security system installations, replacements, or repairs.
Conduct regular inspections and utilize diagnostic equipment to assess system performance and safety.
Maintain databases and assist with training and operation of all low-voltage systems.
Perform preventative maintenance of building mechanical systems and infrastructure, including plumbing, electrical, HVAC, and building automation system.
Troubleshoot, repair, or replace defective component parts typical to associated machinery.
Conduct periodic security inspections of facilities and maintain electrical locks and door hardware in proper working order.
Conduct preventative maintenance (PM) on all mechanical and electrical equipment, documenting actions in the computerized maintenance management system (CMMS).
Assist and coordinate in the execution of small projects and serve as a resource to maintenance staff regarding repair procedures, procurement, and safety.
Assist in construction management duties for repairs and capital projects.
Support Information Technology with UPS system maintenance, wire pulling, and other IT project requirements.
Assist in the preparation and management of energy-related grant submissions and documentation.
Monitor and manage project and operational budget line items.
Provide technical oversight with security-related assets and capitalized electrical systems.
Receive and follow maintenance schedules and instructions from the Facilities Foreman.
Enter and manage facilities-related work orders and equipment service requests in Public Works information systems.
Perform grounds maintenance, snow and ice removal, and minor parking lot maintenance, as directed.
Provide guidance and assist maintenance staff on repair procedures, procurement, and safety measures, standards, and risk management protocols.
Coordinate purchasing for small projects and manage project life cycle from planning through completion, including monitoring outside vendors and contractors.
Communicate with department management regarding building issues and respond promptly to service requests through the work order system.
Use appropriate safety equipment and supplies (e.g., back brace, mechanical lifts) when lifting or moving heavy items.
Ensure work areas are clean, and equipment, tools, and supplies are properly stored before leaving.
Demonstrate care for county facilities and the people who use them through positive interactions with co-workers and the public.
Participate in in-service educational classes and on-the-job training programs as scheduled.
Demonstrate a commitment to county safety and risk management efforts.

Education and/or Experience
High school diploma or equivalent, plus completion of a state-approved electrical apprenticeship program. Four to five years of progressive industrial experience in installing, repairing, and maintaining electrical systems, components, and low-voltage systems, including cabling.
Licenses and Other Requirements
Valid driver’s license.
Journeyman Electrician license with the State of Wisconsin required at time of hire.
Must wear steel toe safety shoes. Employees in this position will receive an annual stipend for the purchase of safety shoes per Walworth County Ordinance Section 15-394.
Knowledge, Skills and Abilities
Ability to read and interpret blueprints, technical manuals, and specialized terminology; maintain detailed work records; and ensure all installations comply with local codes and regulations.
Knowledge of access control systems, CCTV, and fire alarm systems.
Experience with data and communication services, including installation, troubleshooting, and maintenance of low-voltage electrical components and cabling for network infrastructure, building automation, fire alarm, and security systems.
Expertise in electrical theory, practices, and troubleshooting.
Ability to interpret building plans, operational plans, and maintenance manuals.
Ability to trouble-shoot security system hardware (electronic strike/locksets, surveillance cameras, and related components) and software.
Proficiency in reading electrical diagrams, blueprints, and schematics.
Ability to use computers and mobile technology to control building equipment and document maintenance activities in a CMMS.
Skilled in operating electrical diagnostic equipment and hand tools.
Thorough understanding of theNational Electrical Code (NEC) and other safety regulations.
Strong problem-solving skills for diagnosing electrical and security system issues.
Effective communication skills for collaborating with colleagues and interacting with the public when necessary.
