Job Title: Infrastructure Engineer
Job Description

The Infrastructure Engineer delivers high‑quality engineering services for water and wastewater infrastructure projects, from planning and design through construction support. This role focuses on project delivery, technical leadership, and project management support, ensuring that facilities, pipelines, and pump stations meet scope, budget, schedule, and quality requirements. The position offers the opportunity to contribute directly to public health, environmental protection, and community resilience through mission‑critical water and wastewater projects.

Responsibilities

  • Deliver high‑quality engineering services for water and wastewater infrastructure projects in accordance with defined scope, budget, schedule, and quality requirements.
  • Perform data analysis, system modeling, and hydraulic calculations to size and select facilities, pipelines, pump stations, and related infrastructure.
  • Support design development from early planning through final design and construction support for water and wastewater projects.
  • Plan and design water and wastewater pipelines, pump stations, trenchless pipelines, pipeline seismic retrofits, deep wastewater pump stations, and river intakes.
  • Perform data entry and analysis to support engineering calculations, modeling, and decision‑making.
  • Prepare cost estimates for facilities, pipelines, pump stations, and related infrastructure components.
  • Conduct permitting activities and alternatives analysis to evaluate and recommend feasible project solutions.
  • Prepare technical memoranda, engineering reports, plans, specifications, and other technical deliverables.
  • Provide engineering services during construction, including reviewing contractor submittals for conformance with contract documents and responding to contractor requests for information.
  • Assist the Project Manager with planning, scheduling, coordinating, supervising, and reviewing the work of the project team, including environmental, civil, structural, mechanical, electrical, and instrumentation/controls engineers, drafters, technicians, technical specialists, and subconsultants.
  • Assist with tracking and meeting project budget, schedule, and quality goals, and support proactive issue identification and resolution.
  • Coordinate and manage subconsultant work, including aligning scopes of work, monitoring schedule adherence, and ensuring quality control of subconsultant deliverables.
  • Potentially serve as Project Manager on small to medium‑sized projects, assuming responsibility for scope, schedule, budget, contract obligations, and quality standards.
  • Apply critical thinking, analysis, and innovative techniques to develop options and recommendations that solve complex technical problems in water and wastewater infrastructure.
Essential Skills
  • 6–12 years of experience as a mid‑level engineer in civil, environmental, or related engineering fields.
  • Bachelor’s degree in civil engineering, environmental engineering, or a closely related engineering discipline.
  • Registration as a professional engineer in the State of California and/or Hawaii, or EIT certification, or successful completion of the FE exam.
  • Experience with planning, design, construction, and/or commissioning of water and wastewater infrastructure.
  • Proficiency in performing system modeling and hydraulic calculations to size and select facilities, pipelines, and pump stations.
  • Ability to perform data entry and data analysis to support engineering evaluations and design decisions.
  • Demonstrated ability to prepare technical memoranda, reports, plans, specifications, and other engineering deliverables with a high level of quality and clarity.
  • Experience preparing cost estimates for infrastructure projects.
  • Experience performing permitting activities and alternatives analysis for water and wastewater projects.
  • Ability to provide engineering services during construction, including review of contractor submittals and responses to contractor requests for information.
  • Strong critical thinking and analytical skills with the ability to develop innovative technical solutions.
  • Strong verbal and written communication skills suitable for technical and non‑technical audiences.
  • Proficiency in MS Word, Excel, PowerPoint, and Outlook.
  • Familiarity with systems engineering concepts and water system infrastructure and QA procedures related to engineering deliverables.
Additional Skills & Qualifications
  • Master’s degree in engineering is preferred.
  • Active involvement in professional associations, including attendance and participation in local, regional, and national events.
  • Experience with water and wastewater structures, pipelines, and related infrastructure.
  • Experience coordinating multidisciplinary teams, including environmental, civil, structural, mechanical, electrical, and instrumentation/controls engineers, as well as drafters, technicians, and subconsultants.
  • Comfort working in a consulting environment with high expectations for quality and accountability.
  • Interest in growing technically and taking on increasing levels of project responsibility.
Work Environment

The role operates in a delivery‑driven consulting environment focused exclusively on water and wastewater projects. Workloads can become heavy during peak design and construction phases, especially on large programs, and there may be periods of intense workload and deadline pressure. The culture emphasizes strong learning opportunities, high expectations for quality, and personal accountability. This environment is well‑suited to individuals who want to grow technically, are comfortable managing competing priorities, and prefer challenging, mission‑critical work over a slow pace. The work supports visible, long‑term community impacts by directly contributing to public health, environmental protection, and community resilience. Standard office productivity tools such as MS Word, Excel, PowerPoint, and Outlook are used regularly to produce technical documents, analyses, and project communications.
