The City
Torrance California, the eighth largest city in Los Angeles County, is a vibrant coastal city situated in the South Bay region of Southern California. The Department
TheInformation Technology Departmentis responsible for the administration of the City's information and communications systems and infrastructure. Services include the planning, procurement, delivery, maintenance and training which support the business functions of City departments through technology. The Information Technology department's responsibilities include: Computer hardware systems, Data and telecomm infrastructure, Data management, Information security, Radio and wireless communications, Software and applications, and Telephone and voice systems.

The Position
The City of Torrance is seeking a dynamic and experienced leader for the position ofInformation Technology Manager - Applications and Analytics. This position will oversee day to day operations and manage staff in the Applications and Analytics Division of the IT Department. The IT Manager - Applications and Analytics plans, develops, implements, and supports the City's current and future business applications, ensuring the applications are meeting business requirements and goals and help to fulfill end-user requirements. This position will be the architect for enterprise solutions, business intelligence, data analytics, and other data driven management principles. Creativity and resourcefulness with expert knowledge and experience are vital skills to accomplish goals and objectives and apply software development and applications support concepts. This position functions as a consultant and provides professional advice on technology solutions to meet the business and operating needs of all City departments.

Key Responsibilities:
  • Applications & Systems Leadership:Plan,direct, and oversee the design, development, implementation, integration, and maintenance of enterprise business applications across client-server, web, mobile, and cloud platforms.
  • Enterprise Architecture & Technology Strategy:Lead the development of enterprise architecture standards and long-term technology strategies, ensuring scalable, secure, and innovative solutions aligned with City goals.
  • Data Analytics & Business Intelligence:Direct the development of data analytics, reporting platforms, and business intelligence solutions to support data-driven decision-making, transparency, and operational efficiency.
  • Division Operations & Performance Management:Manage daily operations of the Applications and Analytics Division, including project prioritization, service delivery, workload management, and performance monitoring through ITSM systems and metrics
  • Staff Leadership & Development:Manage division staff and provide day-to-day leadership to ensure a high-performance, customer-focused work environment.
  • Project & Portfolio Management: Oversee complex IT project portfolios, ensuring projects are delivered on time, within scope and budget, and aligned with organizational priorities and stakeholder expectations.
  • Governance, Quality Assurance, & Process Improvement:Establish and enforce policies, procedures, change management, and quality assurance practices to ensure reliable, secure, and efficient application services and continuous process improvement.
  • Stakeholder Engagement & Internal Consulting:Serve as a strategic advisor to City departments and leadership, assessing business needs, recommending technology solutions, and coordinating cross-departmental initiatives to enhance service delivery.

Monthly Salary Range
$12,055 (Minimum) - $15,978 (Reference) - $18,374 (Maximum)
Appointments are typically made between the minimum and reference point, depending on qualifications.

A typical way of obtaining the knowledge and skills would be:


Graduation from a college or university with a Bachelor's degree in computer science or a related field such as information technology or information security and over seven years of enterprise applications development and support in the government or business environment, including at least three years of supervisory and project management experience;or an equivalent combination of training and experience.


Experience in the following areas is highly desirable: Application development using programming languages such as JavaScript, Python, and .NET technologies; system integrations, REST API; database administration and management such as Microsoft SQL Server; and Microsoft Power Platform technologies and SharePoint.


License and Certificates

Must possess and maintain an appropriate valid California driver's license.


Certifications in enterprise applications development, GIS technologies, cybersecurity, database management, Microsoft Power Platform, or programming languages are highly desired.

Ideal Candidate

Successful candidates will possess the following:

  • Extensive experience designing, implementing, and supporting enterprise business applications across client-server, web, mobile, and cloud-based platforms;
  • Strong expertise in enterprise architecture, including systems integration, solution design, and the development of scalable, secure, and interoperable technology environments;
  • Proven experience building and managing data analytics and business intelligence platforms, including reporting, data modeling, and data governance practices;
  • In-depth knowledge of IT governance, change management, and quality assurance frameworks, with experience implementing structured processes to support reliable application delivery;
  • Demonstrated experience managing and supporting complex IT systems portfolios, including project tracking systems (ITSM), application performance monitoring, and lifecycle management;
  • Previous experience working in a municipal, government, or large enterprise environment;
  • Excellent leadership and interpersonal skills;
  • Strong problem-solving abilities and a customer-centric approach to service delivery; and
  • Familiarity with emerging technologies and trends in IT management.
