The mission of the ORS is to provide quality services in the delivery of pension and related benefits and maintain financially sound pension plans.

ORS oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for City of San Jose employees. The assets of the two plans total over $9.8 billion. As of June 30, 2025, there were over 7,411 retirees and beneficiaries, and over 8,620 actives, inactive and deferred vested members in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. ORS has a total of about 45 positions spread among five different work unit within the office: Investments, Benefits, Accounting, Information Technology, and Administration.

The salary range for the Information Systems Analyst Classification is:

$141,894.48 - $172,885.44 Annually

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Office of Retirement Services is seeking one (1) full-time Information Systems Analyst to join its Information Technology Group. As an Information Systems Analyst, you will play a key role in supporting, maintaining, and enhancing the Office’s IT systems and pension administration systems. Duties include, but are not limited to, the following:

IT Operations & Enterprise Systems Administration

  • Administer and optimize enterprise databases, ensuring security, integrity, and high availability.
  • Design and maintain SQL queries, stored procedures, and data pipelines to support integrations and reporting.
  • Develop and manage reporting platforms and business intelligence tools (e.g., Crystal Reports, Power BI).
  • Support hybrid IT infrastructure, including servers, desktops, mobile devices, network equipment, and cloud services.
  • Implement endpoint management, software deployment, patching, and cybersecurity controls.
  • Provide Tier 1–3 helpdesk support using ITSM tools and AI-assisted technologies.
  • Maintain and enhance the Retirement Services website for security, ADA compliance, and performance.
  • Administer system security, including user roles, access, and permissions.
  • Serve as primary technical liaison with software vendors for upgrades, integrations, and issue resolution.
  • Manage secure data exchange and system interfaces between payroll, pension, and external systems.
  • Plan, test, and implement software and OS upgrades following change management practices.
  • Administer document management, imaging, and board governance platforms (technical configuration).
  • Develop and maintain IT policies, procedures, and documentation.
  • Collaborate with Central IT and departments to align infrastructure, security, and enterprise standards.
  • Design and manage backup, disaster recovery, and data retention solutions.
  • Maintain and test Business Continuity and Disaster Recovery (BC/DR) plans.
  • Lead business continuity and disaster recovery exercises.
  • Leverage emerging technologies, including AI and automation, to enhance IT operations.
  • Provide backup support for network and AV needs during board and committee meetings.

Pension Administration Systems & Data Operations

  • Maintain and update Pension Administration System (PAS) data and configurations.
  • Analyze transmittal files and payroll data to resolve errors and discrepancies.
  • Process retroactive pay adjustments, ensuring compliance.
  • Reconcile payroll data from PeopleSoft and other systems for accuracy.
  • Generate, review, and distribute member statements.
  • Manage 1099-R processes, including validation, distribution, IRS submission, and corrections.
  • Collaborate with stakeholders to resolve issues and initiate PIRs with vendors.
  • Coordinate and perform user acceptance testing (UAT) for system changes.
  • Participate in operational and remediation sessions to support continuous improvement.
  • Administer document imaging and workflow systems for pension operations.
  • Maintain collaboration and knowledge management platforms for team coordination.
  • Support communication of retirement system processes and member-facing outputs.

Policy, Governance & Compliance

  • Develop and recommend policies for IT and pension systems, ensuring compliance and alignment with organizational goals.
  • Support vendor management policies, including governance, monitoring, and risk mitigation.
  • Implement and document policies to ensure operational consistency and audit readiness.

Professional Development & Organizational Effectiveness

  • Train and support staff in technical systems and business processes.
  • Provide guidance to improve system adoption and operational efficiency.
  • Manage workload and priorities to meet deadlines.
  • Demonstrate organizational values through professional conduct and collaboration.
  • Maintain knowledge of legal, regulatory, operational, and technology trends.
  • Participate in professional development, including training and industry meetings.

Education
A Bachelor’s Degree from an accredited college or university in a relevant field,.

Experience
Four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of computer systems, or application development and/or support.

Acceptable Substitution

  • Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
  • Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience which include lead technical work in development, implementation and maintenance of computer systems, or application development and/or support.

Licensing
Positions in this class may require:

  • Valid California Driver’s License.
  • Certification as a Microsoft Certified Systems Engineer (MCSE), or equivalent certification from a professional organization, if assigned to positions working with computer networks.
