IDENTITY INTELLIGENCE LEAD

We are seeking an expert Directorate of Identity Intelligence (DII) Lead to support the National Counterterrorism Center (NCTC). The DII Lead is responsible for overseeing the critical mission of identifying and tracking known or suspected terrorists (KSTs). You will lead a specialized team that manages the national database of terrorist identities, ensuring that identity intelligence is fused from all available foreign and domestic sources to secure the U.S. homeland and interests abroad.

Key Responsibilities

  • Identity Intelligence Leadership: Provide senior management and technical oversight for all contractor personnel supporting DII’s identity management and watchlisting missions.

  • Database Management & Integrity: Ensure the accuracy and utility of the Terrorist Identities Datamart Environment (TIDE), serving as a technical authority on identity data standards.

  • Screening & Watchlisting Support: Oversee the processes that ensure identity data is actionable for border and transportation security.

  • Biometric & Forensic Integration: Lead the effort to incorporate biometric (fingerprints, facial recognition) and forensic data into traditional identity dossiers.

  • Interagency Liaison: Coordinate identity intelligence sharing across the IC, DHS, FBI, and Department of State to ensure a unified approach to terrorist identity management.

  • Analytic Production: Oversee the creation of "Identity Intelligence" products that analyze trends in terrorist travel, document fraud, and identity evasion techniques.

Required Skills

  • US citizenship required.

  • Active ODNI ISSA/TS/SCI clearance with Polygraph.

  • Minimum of 5 years’ experience utilizing information to identify, screen, and vet.

  • Minimum of 5 years of experience in a leadership role (Team Lead or Manager).

  • Technical Systems Mastery: Demonstrated, expert-level proficiency in TIDE and CHROME.

  • Compliance Expertise: Deep understanding of the Watchlisting Guidance and the legal/policy frameworks governing the handling of U.S. Person information.

Desired Skills

  • Education: Bachelor’s degree in business, intelligence, International Relations, Political Science, Finance, Economics, Journalism, or related field

  • National Intelligence Certifications (Highly Desired):

    • Intelligence Fundamentals Professional Certification (IFPC)

    • Certified Counter-Insider Threat Professional – Analysis (CCITP-A)

    • Identity Intelligence (IDINT) Training Certificates from recognized IC agencies.

  • Technical Proficiency: Experience with biometric systems (OBIM/IDENT, ABIS) and name-matching algorithms.

  • Experience: Prior experience supporting the ODNI or NCTC at Liberty Crossing is highly desirable.

Location & Work Conditions

  • Washington Metropolitan Area; SCIF environment; compliance with ODNI/NCTC security policies; some roles may require 24/7/365 or shift coverage.

Top Secret SCI + PolygraphSalary and Benefit Information

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
