Metropolitan Human Services District is seeking a highly skilled and experienced Human Resources Director B to oversee the strategic direction and daily operations of human resources functions within the organization.The ideal candidate will be familiar with Civil Service rules and have experience with LAGov (Louisiana State Government) systems and regulations.
The HR Director is the human resources leader for the agency and reports to the Executive Director and Medical Director and is a part of the District’s Leadership team.

Eight years of human resources experience; ORSix years of full-time experience in any field plus five years of human resources experience; ORA bachelor’s degree plus five years of human resources experience; ORAn advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus four years of human resources experience.EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.The official job specifications for this role, as defined by the State Civil Service, can be found

Job Duties:
As a Human Resources Director Byou will provide strategic leadership and oversight of the agency’s talent acquisition function, ensuring an efficient, compliant, and high-quality hiring process. In this role, you will:- Lead and oversee all aspects of the agency’s Human Resources program, ensuring alignment with organizational priorities and long-term operational excellence.
- Drive internal talent acquisition and succession planning by identifying, developing, and advancing high-potential employees across the District.
- Partner with executive leadership and training teams to strengthen career pathways and build a sustainable leadership pipeline.
- Develop, implement, and maintain HR policies, procedures, and programs that ensure compliance and support a service-oriented, employee-focused culture.
- Direct classification, compensation, and job evaluation activities, ensuring equitable pay structures and organizational alignment.
- Advise leadership on organizational design, restructuring, and workforce planning to support evolving business needs.
- Oversee employee relations, including investigations, disciplinary actions, and collaboration with legal counsel on complex matters.
- Manage HR systems and operations (HRIS, payroll, benefits, and employee self-service) to enable efficient, data-driven, and user-friendly service delivery.
- Lead recruitment, selection, retention, and performance management strategies to enhance workforce effectiveness and engagement.
- Foster a culture of compliance, continuous learning, and professional development, promoting credentialing, training, and consistent, high-quality HR service delivery.
