Essential duties may include but are not limited to the following:

ADA Accommodations

Facilitate disability accommodation requests to assist employees in completing essential functions of the job: coordinate the interactive process with the employee, supervisor, and medical provider; document process and implement as appropriate.

Advisory

Serve as subject matter expert and confidential advisor to management and employees on a variety of HR related topics such as coaching and discipline, labor contract and policies interpretation, benefits administration, performance evaluations, risk management, employment law, training and development, etc.

Attendance

Maintain regular, reliable, and punctual attendance.

Benefits

Administer and educate employees on City benefit programs such as health, vision, dental, life, AD&D, long-term disability, retirement, etc.; coordinate annual open enrollment; notify benefit provider of qualifying COBRA events.

CDL

Coordinate annual review of CDL driving records, CDL license and medical certification renewals, random drug/alcohol testing, testing for cause, and supervisor certification training.

Civil Service

Serve as Civil Service Secretary-Chief Examiner for Civil Service Commission: draft and recommend civil service rule revisions; compose and prepare meeting agendas and minutes, coordinate meeting notices and announcements to the public as necessary; develop and conduct recruiting and testing for Civil Service classifications in compliance with Civil Service rules; and maintain records. Provide interpretation and guidance to appointing authorities, management, employees, and the Civil Service Commission regarding the application of rules.

Classification & Compensation

Conduct classification and reclassification reviews and salary surveys; perform audits and analysis of individual positions; provide classification and salary recommendations, as appropriate; and develop new or revised job classifications.

Collective Bargaining

Participate on management’s collective bargaining team: conduct research and analysis, make recommendations, coordinate bargaining meetings, take bargaining minutes, and maintain bargaining records and documents.

Compliance

Ensure local, state, and federal employment and safety compliance regulations and requirements are adhered to; timely submit mandatory reports and surveys, such as EEO and OSHA 300A; compile data to prepare documents and records as required; develop, review, and update policies and procedures as needed; and review and approve pay increases per provisions of collective bargaining agreements.

Equity

Advance equity across city HR practices by analyzing policies, processes, and workforce data; supporting inclusive training and engagement efforts; and integrating equity principles into recruitment, performance, and organizational development initiatives.

Leaves

Coordinate employee leave requests, such as FMLA, military, and leave without pay: determine eligibility, document, and track leave entitlement; and administer leaves in accordance with laws, regulations, policies, and procedures.

Recruiting & Hiring

Coordinate recruiting efforts with departments including reviews and updates of job classifications; identify special requirements and resource opportunities; review EEO data for underutilization; and conduct and coordinate interviews, testing, reference and background checks, and hiring processes in a compliant manner.

Risk Management

Coordinate annual policy renewals and surveys; request evidence of coverage letters; and participate in annual program audits.

Safety

Participate on Safety Committee, coordinate meetings and supporting documents; maintain safety bulletin boards; complete Area Floor Captain duties; conduct ergonomic assessments; review, update, and maintain safety policies, procedures, and Accident Prevention Plan; and actively champion a culture of and commitment to workplace safety through everyday actions and leadership.

Training and Employee Development

Coordinate, participate in, and lead various compliance, safety, and development training opportunities; track and maintain training records, as appropriate; and assist supervisors with identifying employee training tools and resources.

Workers’ Compensation

Process and monitor all worker injury claims and incidents; report all claims to third party administrator; implement various programs per policies and labor contracts; manage claims to reduce experience rating; and complete reporting and posting requirements.

Any equivalent combination of education and experience that would likely provide the candidate with the knowledge and abilities to successfully perform the job will be considered. A typical combination is: a bachelor’s degree in human resources, organizational development, business administration or a closely related field AND three (3) years of increasingly responsible human resources experience in relevant areas. This is an equivalent combination of seven (7) years.

Preferred Qualifications:

  1. Experience advising in a civil service personnel system

  2. SHRM-CP/SCP, PHR/SPHR, PSHRA-CP/SCP, or Certified Labor Relations Professional (CLRP) certification

  3. Experience with ERP Systems (Eden, Tyler Munis) and HRIS Systems (NeoGov)

KNOWLEDGE OF:

  1. Principles, best practices, and techniques of human resources administration, including but not limited to recruitment and selection, benefits, safety, risk management, classification and compensation, training, leaves, and labor relations.

  2. Federal, state, and local laws, rules, and regulations related to assigned activities.

  3. Research methods and report writing techniques.

  4. Modern office practices, equipment, and technology.

  5. Civil service rules and regulations desired.

ABILITY TO:

  1. Assist with the development, implementation, and day-to-day administration of human resources policies, programs, and projects.

  2. Accurately read, interpret, apply, and explain rules, regulations, contract provisions, programs, policies, and procedures.

  3. Accurately identify and define problems, collect data and information, establish facts, and draw valid and appropriate conclusions.

  4. Establish and maintain trust, confidence, cooperative, and effective working relationships.

  5. Communicate effectively and professionally in writing and verbally.

  6. Effectively prioritize, plan, and complete multiple and competing work tasks and projects.

  7. Work independently and with little direction within a collaborative team environment.

  8. Observe health and safety protocols and requirements.

  9. Work occasional extended hours and travel to off-site locations.

WORK ENVIRONMENT:
Work is primarily performed in an office environment.

PHYSICAL ABILITIES:
Constant use of sight, hearing, and speech abilities necessary to perform essential functions and communicate with others. Frequent fine finger manipulation and use of hands and arms in reaching/handling/fingering/grasping while operating office equipment and computers, preparing written documentation, handling paperwork, etc. Frequent sitting, may be extended at times, while doing desk activities. Frequent bending/twisting at waist/knees/neck while working at desk, worktable, or moving from sitting to standing position. Frequent standing in combination with walking (short distances) throughout work shift in office areas. Occasional pushing/pulling force up to 10 pounds opening doors, drawers, and moving materials. Requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment.
