The National Guard is the oldest component of the US Armed Forces. Since the earliest American colonial days, citizens have joined together for collective defense. The NG supports both State and Federal missions: State Mission: When not mobilized or under federal control, units report to the Governor through the Adjutant General. Under state law, the NG provides protection of life, property and preserves peace, order and public safety. Missions include emergency relief support during natural disasters; search and rescue; support to civil authorities; maintenance of vital public services and counterdrug operations. Federal Mission: The Army NG federal mission is to maintain well-trained, well-equipped combat units available for prompt mobilization during federal military operations. MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Army skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience. Oversees the performance of document handling, records maintenance, and the personnel electronic records management system (PERMS). Directs staff in performance of periodic record reviews and inventories to ensure total record accountability. Establishes access control lists to restrict unauthorized personnel from gaining access to personnel files other than their own or for those they are responsible for. Selects staff members to accompany files on an as needed basis for items such as review boards, SRP's, mobilizations/RSOI, etc. Ensures staff members provide military members with information regarding their benefit selections (i.e. life insurance and designation of beneficiary), identify documentation required to update Defense Enrollment Eligibility Reporting System (DEERS), understand requirements to issue identification cards. Applicant will be responsible for managing, validating, and approving system access, and access requirement compliance. Responsible for access request management in AESMP, iPERM, DPRO, and IPPS-A. System access will be managed to ensure appropriate level of access in accordance with requester duties, responsibilities, and need to know. Work with FOIA to ensure record request compliance and timely fulfillment of valid requests. Assist and direct out of service members to appropriate entities for retrieval of archived records. Serves as an advisor to commanders, directors, and human resource professionals on human resource reporting of all measured metrics and annual requirement compliance for personnel readiness. This includes but is not limited to all available reports contained in iPERM, DPRO, and IPPS-A. Responsible for data monitoring, data quality management, date mismatch/discrepancy reconciliation and resolution for systems and personnel records.
