Job Summary

The Health Information Management Technician is responsible for processing electronic and paper release of information for all Health Systems Departments while ensuring Health Information Portability and Accountability Act (HIPAA) compliance. The Technician assists in electronic health record review to ensure completeness, chart completion, and preparation of documents for peer review audits. The Health Information Management Technician will provide statistical reporting to State agency in Alaska's Automated Information Management System (AKAIMS) and/or interpretation of the electronic health record for quality assurance and compliance with Privacy Act, HIPAA, Accreditors, and any other regulations within various information systems.

Essential Functions

  • Processes the authorizations for Release of Health Information (ROI) for all Health Systems Departments
  • Safeguards and protects the un'ina (patient) right to privacy by ensuring that only authorized individuals have access to the un'ina's health information
  • Verifies Release of Information documentation is in compliance with the request, authorization, the Tribe's policy and procedure, and HIPAA regulations
  • Ensures only appropriate information is shared with external health facilities
  • Processes all court issued medical records requests in compliance with the request, authorization, the Tribe's policy and procedure, and HIPAA regulations
  • Assists the Health Information Supervisor in compiling documents for regulatory audits as needed
  • Ensures compliance with Tribal, federal, state, and local employment laws and regulations, Tribal policies and TERO ordinance

Qualifications

Education

  • Associates Degree in a Health Care or business related field or a combination of education and experience may be substituted for a degree

Experience

  • Two (2) years of experience working with medical records

Preferred

  • Knowledge and experience working with cultural diversities
  • Registered Health Information Technician (RHIT)
  • Certified Health Data Analyst (CHDA)
  • Certified Documentation Improvement (CDIP)
  • Health information management experience
  • Medical terminology course
  • Experience with Indian Health Services facilities operations

License/Certification

  • Must have a valid Alaska State driver's license and must remain insurable under the Tribe's policy
  • Must be a Public Notary or obtain within 90 days of hire

Special Skills

  • Proficiency with Microsoft Suite, or obtain training within 90 days of hire
  • Conducts business in a service-oriented manner that is attentive, pleasant, respectful and kind when dealing with un'ina, visitors, co-workers and others
  • Ability to multi-task, work independently, and meet deadlines
  • Strong attention to detail and accuracy and skilled in health information software
  • Proficient in organization of protected health records and securing medical records while maintaining confidentiality
  • Knowledge of healthcare privacy laws and regulations, such as HIPAA, and compliance standards for health information management and electronic health record systems
  • Knowledge of services provided in the following healthcare specialties: Primary Care, Dental, Optometry, Laboratory, Therapy Services, Radiology, Pharmacy, and Behavioral Health
  • Knowledge of Medical terminology
