About the team and the role

Join eBay’s Financial Services organization to lead and optimize our global payment platforms across cards acquiring, A2A/open banking, bank rails, Alternative Payment Methods (APMs), stablecoins, and payouts. Your key indicators are lowering the Cost of Payments (CoP) and driving growth in payments-enabled revenue. You will work closely with Product, Engineering, Analytics, Legal/Compliance, Risk, and Regional teams to provide resilient, compliant, and high-conversion payment experiences at marketplace scale.

This role reports to Financial Services leadership and partners closely with teams leading all aspects of networks/rails, wallets, PSPs/processors, and technical integration. It aims to drive measurable business outcomes.

What you will accomplish

  • Take full responsibility for the comprehensive payments platform strategy and roadmap covering cards, A2A, bank rails, APMs, digital wallets, stablecoins, and payouts; ensure alignment with GMV growth, conversion, and cost objectives.
  • Lead cross-functional launches and optimizations: arguments, requirements, integration plans, testing, risk/compliance sign-offs, and global rollout readiness.
  • Advance CoP improvement using pricing, smart routing/orchestration, tokenization, 3DS/RBA, network preference, and partner portfolio administration; assess savings and redirect funds to growth.
  • Expand APM and wallet coverage to boost conversion and local relevance; build arguments for market entries and optimize cross-border acceptance.
  • Scale payouts (ACH, RTP, FedNow, SEPA Instant, local rails) for reach, speed, reliability, and cost; improve payout success and time-to-funds.
  • Establish Weekly/Monthly Business Reviews mechanisms with Analytics; instrument platform-level metrics (auth, declines, chargebacks, fraud, payout success) and run experiment frameworks (A/B, multivariate).
  • Negotiate and manage commercial agreements with PSPs, networks, banks, open banking aggregators; enforce SLAs, rebates/incentives, and performance guarantees.
  • Build operational rigor: incident response and blocking issue paths, MTTR reduction, partner SLAs, postmortems, runbooks, and SLOs for availability and latency.
  • Partner with Legal/Compliance/Risk to maintain controls across PCI DSS, SOX, Nacha/ACH, AML/OFAC, PSD2/SCA/PSR.
  • Provide executive-ready updates on platform health, roadmap, critical metrics, risks, and investment needs; set decision gates and trigger-based action plans.

Core benchmarks

  • Cost of Payments (CoP): basis points reduction compared to baseline and partner benchmarks.
  • Fraud and chargebacks: loss rate, recovery, and liability shift impacts.
  • Payout success & speed: success rate, T+0/T+1 time-to-funds, exception rates.
  • Platform reliability: availability, latency, MTTR, incident volume.
  • Revenue enablement: GMV coverage by methods, incremental revenue (Payouts, Ads, Instant transfer, etc.), incentives/rebates captured.

What you will bring

  • Over 12 years of experience in payments and fintech, including acquiring/PSPs, payout networks, A2A/open banking, APMs/wallets, and emerging stablecoin applications.
  • Proven track record negotiating complex global commercial agreements and managing partner performance at scale (processors, networks, banks).
  • Strong technical proficiency: API integrations, orchestration, tokenization, 3DS/RBA, risk scoring, ISO 20022, settlement/clearing flows; ability to translate business goals into clear requirements and test plans.
  • Data-driven operator: critical metric development, instrumentation, WBR/MBR, experimentation; adept at balancing cost, reliability, risk, and conversion outcomes.
  • Executive-caliber cross-functional leadership and communication; can align diverse collaborators, make decisions in ambiguity, and drive disciplined execution.
  • Working knowledge of PCI DSS, Nacha/ACH rules, AML/KYC/OFAC, Durbin/Reg II, PSD2/SCA and emerging PSD3/PSR; pragmatic compliance approach.

Additional Details

The base pay range for this position is expected in the range below:

$152,000 - $227,500

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
