MajorDuties

  • Disability Information Systems (DIS) is responsible for all phases in the systems development lifecycle, including: determining business needs and detailed requirements, identifying automation solutions for user needs, analyzing existing computer applications, preparing recommendations, software design and development, testing systems, implementing security standards, and implementing and installing new and modified systems. DIS conducts long-range planning and analysis to define new and improved systems processes in support of SSA needs and maintains a comprehensive, updated and integrated set of software programs. The Head of DIS is responsible for the following: Designing, developing, testing, implementing, and evaluating programmatic data requirements, functional specifications, procedures, instructions and standards (including security and fraud detection) in conformance with the Agency's software engineering environment for the Disability Program, including service to the State Disability Determination Service (DDS) offices, and for hearings, appeals, and litigation. Participating in the development, maintenance and coordination of the overall approved Agency plans for fulfilling short-term and long-range programmatic systems development as they relate to the Disability Program and to hearings, appeals, and litigation. This includes determining, classifying and ranking systems needs of all Agency components and recommending final priorities for approval. Evaluating legislative proposals, regulations, and policy changes affecting the Agency's Disability Program software and hearings, appeals and litigation software. Supporting individual State DDS legacy systems activities by establishing national practices and contracts. This includes evaluation of State DDS development requests with the objective of integrating State efforts into overall Agency automation plans. Supporting all users in the electronic disability process by planning, developing, designing, and implementing new or redesigned software. Developing and maintaining a comprehensive, updated and integrated set of system documentation and source code for programmatic software, and evaluating requirements specifications and functional validation tests of systems changes against user requirements and performance criteria, and certifying that changes are in conformance with specifications. With the technical assistance of other Chief Information Officer (CIO) Heads, is responsible for planning and conducting unit tests of newly developed systems and modifications to existing systems against user-defined requirements and performance criteria, certifying that the changes are in conformance with Agency regulations, policies, and procedures.

To be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan). Must be a U.S. Citizen or National. Subject to a 1-year supervisory probationary period (unless already completed). You will be evaluated for this job based on how well you meet the qualifications above. Do not list a Social Security Number or Date of Birth on any attachment. If you are the recommended selectee, you must participant in a Structured Interview assessment based on the ECQs conducted by an OPM Qualifications Review Board prior to appointment, unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. Applicants determined to be Highly Qualified must demonstrate sufficient possession of the ECQs, TQ and DQ, and will be referred to the hiring component for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.
