GIS Systems Analyst (Systems Analyst)

This announcement will be used to fill a full-time permanent GIS Systems Analyst position in the Office of Information Technology located in Annapolis, MD. Work includes managing, administering and planning for County GIS services and infrastructure involving analytical work including some programming, development of web applications, interface and database related applications. Work also includes systems analysis and design, preparation of program specifications, flow charts, test plans, business process flows, post processing, modeling, task creation, publishing data, and data standardization. This is responsible technical work in analyzing, designing, implementing technology solutions, and enhancing and maintaining existing systems.

NATURE AND VARIETY OF WORK Work involves analyzing various business systems or processes and determining the feasibility of their adaptation to technologies. Work includes performing independent systems analysis of complex business processes to identify areas of improvement and recommending solutions that will provide a better business practice. Work also includes technically supervising others within a project team. Work is performed with considerable independence within abstractly defined policies and procedures, and is reviewed by a technical or administrative superior through conferences, reports, and evaluation of overall effectiveness of systems design.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. GIS Systems Analyst:
  • Coordinates, plans, administers, maintains, updates, and manages the County's GIS infrastructure; ensures availability and reliability of ArcGIS Enterprise applications, software licenses, and web mapping applications with Technical personnel and vendors as required; and assists County departments with new and/or existing GIS hardware requests.
  • Coordinates, plans, administers, maintains, updates, and manages enterprise web mapping application Geocortex by VertiGIS; performs maintenance, updates, content management, user enhancements, DR, security, and provides training.
  • Conducts Department Business Requirements Analysis to determine County user department automation requirements and alternatives to solve or improve business processes.
  • Performs project management responsibilities; conducts project meetings and coordination activities with vendors; utilizes project management and scheduling software.
  • Provides technical support and user training for web based applications on both the Internet and Intranet sites; develops training materials.
  • Directs the work activities of a Systems Programmer I, Systems Programmer II, and GIS Specialist; coordinates the activities and schedules to ensure time completion of required tasks to include regular project updates, server management, capacity planning, and problem identification and resolution. Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Thorough knowledge of modern techniques in systems analysis, design and project management.
  • Thorough knowledge of current developments in systems analysis, management information systems, and electronic database administration. Thorough knowledge of evaluating principles, methods, and tools to organize work, set priorities and determine resource requirements.
  • Considerable knowledge of management principles and practices, including organizational structure, staffing patterns, and administrative control techniques.
  • Considerable knowledge of the capabilities and requirements of servers, web services, cloud services, SaaS and cloud storage. Knowledge of server technology including AWS and VM and networking technology.
  • Skilled in customer services techniques to include strong leadership, organizational, and presentation skills.
  • Skilled in effective written communication, working in groups, and meeting facilitation.
  • Ability to plan, organize, and conduct systems analyses and to evaluate alternative processes and procedures.
  • Extensive knowledge of ESRI ArcGIS software and related technologies.
  • Strong understanding of geospatial data management principles and practices.
  • Proven experience in GIS application development and implementation.
  • Excellent project management and organizational skills.Strong leadership and communication skills.
  • Experience in managing and mentoring a team.
  • Experience in local government GIS is highly desirable.
  • Ability to use Microsoft Office Products and Adobe Writer Manage, web server, database server and mapping applications.
  • Ability to communicate effectively and establish and maintain working relationships with customers, vendors and colleagues.
  • Ability to lead others in the performance of their duties.
Graduation from an accredited four-year college or university with major course work in mathematics, public or business administration, or a related field, including or supplemented by specialized training in database administration, electronic data processing, programming, GIS engineering, or computer science; and six (6) or more years of experience in electronic data processing systems analysis and design.

Note: The six (6) or more years of experience in electronic data processing systems analysis and design may be substituted with a GIS Certification and five (5) or more years of experience in electronic data processing system analysis and design.

  • Bachelor's degree in Geography, GIS, Computer Science, or GIS related degree
  • Experience with cloud-based GIS solutions.
  • Experience setting and socializing GIS Data standards for a local government.
  • ArcGIS Enterprise Administration Professional Certification
  • GISP Certification
  • Knowledge of database management systems (SQL Server).
  • Experience with the end-to-end building and delivery of ArcGIS Enterprise Mapping Application solutions
  • Built and delivered services using Geocortex software and infrastructure
  • Experience with Python or other scripting languages.
  • Experience with GIS integration into Public Safety CAD systems.
  • Experience working with County Departments like Public Safety, Land Use, Environmental, Health, Recreation and Parks, and Facilities
  • Work experience with Local, State, and Federal Government
