The Department of Environmental Services (ENV), Office of Administrative Support, is looking for a seniorGeographic Information System (GIS) Analyst to join their team located in Kapolei. This position functions as a working supervisor responsible for the oversight and coordination of ENV's GIS personnel and section activities.

What You Will Do
  • Program Management and Coordination: Coordinate overall GIS goals, objectives, and strategic plans for ENV to promote the effective use of GIS for all wastewater and solid waste related operations and programs and assist with the GIS annual budget.
  • Project and Contract Management: Plan and coordinate the selection, development, implementation and support of the most complex GIS projects; serve as the project manager for department-wide GIS-related projects; coordinate overall procurement and/or administration of GIS professional service contracts.
  • Enterprise, Database, and Data Administration: Provide oversight of the management and maintenance of the GIS environment, database and associated data for use in connection with wastewater and solid waste services, map production, data analysis, policy planning and information reporting.
  • Supervisory: Coordinate the activities of personnel, identifies user requirements for geospatial information and analysis, and coordinates GIS training for departmental personnel.
Special Work Requirements
  • Will serve as a Disaster Response Worker during declared civil defense emergencies.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four year college or university with a bachelor's degree in physical or natural science, geography, engineering, planning, computer science or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
  1. Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
  2. Four years of general work experience (does not need to be professional level experience) in GIS/cartography may substitute for a general bachelor's degree.

EXPERIENCE REQUIREMENT:Four years of progressively responsible experience in using GIS software in the design and production of thematic maps and other applications.

Such experience must have demonstrated knowledge of the concepts and principles of GIS: geography as it applies to GIS; mapping, cartography, surveying and photogrammetry; GIS and relational database management concepts and theories; operations, characteristics and capabilities of various types of GIS computer and peripheral equipment; and the ability to analyze, correlate and evaluate thematic map data and records; design and create maps, graphics and data reports; effectively communicate and document GIS data and programming requirements as defined by users; and plan, assign, coordinate and direct the work of others.

Desirable Experience: Used GIS, work management, and other software products to support and produce user interfaces to GIS and related databases.
NON-QUALIFYING EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:
Possession of a validappropriate driver's license (Type 3/automobile), as required.
