PURPOSE OF POSITION:

An employee in this class is respon­sible for the scheduling and completion of maintenance and repair of all City vehicles and equipment. Work is under the general supervision of the Fleet Services Division Manager who primarily reviews work through results ob­tained.

ESSENTIAL JOB FUNCTIONS:

Plans, implements, and evaluates preventive maintenance schedules for all vehicles and mechanical equipment, either personally, or through outside vendors.


Operates a variety of diagnostic instruments and hand, electric, and air driven tools.


Tests, services and repairs vehicles and mechanical equipment.


Inspects, adjusts, and replaces necessary units and related parts in the performance of repair and maintenance work.


Repair both diesel and gasoline engines, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, axle assemblies, brakes, and related systems.


Performs light body repair, touch up and related work when applicable.


Evaluates the status of mechanical equipment and vehicles and performs or schedules needed repairs.


Analyzes and inspects vehicles and mechanical systems to determine the most cost-effective means of maintenance, repair, or replacement.


Follows approved shop procedures. Purchases equipment, parts, and supplies used for vehicle and mechanical system maintenance upon approval.


Provides emergency field assistance to disabled equipment as necessary.


Assists in the preparation of bid specifications for vehicles and mechanical equipment when applicable.


Operates a motor vehicle regularly to attend meetings, trainings, equipment maintenance, and other situations when necessary.


Maintains records, use software for Work Order and other specialized maintenance records of equipment and mechanical equipment.


Operate in a competent, safe manner a variety of vehicles and equipment required to perform duties including, but not limited to automobile, backhoe, pickup/utility truck, 12-yard dump truck, sweepers, chain/trimming saws, snowplow/blower, miscellaneous power and hand tools, grader, weed eaters, lawn edger, loader, riding and manual lawn mowers, large rotary mower, and farm tractor.


Supports the operation and utilization of Asset Management for planning, scheduling, and documenting work activities with respect to priorities identified by the Asset Management Plan.


Assists with asset management plan development, supporting the identification of asset inventory and condition, calculating business risk evaluations, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment.


Supports condition assessment of existing assets to improve and enhance fleet planning and budgeting.


Performs other duties as assigned.

JOB QUALIFICATIONS REQUIREMENTS:

Mandatory Requirements:

High school graduation or GED equivalent plus a minimum of three (3) years of experience in engine and power train repair or any equivalent combination of experience and training which demonstrates the ability to perform the above-described duties.


Necessary Knowledge, Skills, and Abilities:

Knowledgeable in basic automotive mechanics, including familiarity with gas and diesel engines, transmissions, hydraulics, generators, and powertrains.


Ability to perform routine diagnostics and repairs on diesel and gas engines, and to work with hybrid and electric vehicles with guidance.


Proficient in using diagnostic tools and equipment for routine maintenance and repairs, with a willingness to learn advanced techniques.


Skilled in performing preventive maintenance tasks and following established procedures for vehicle and equipment upkeep.


Able to independently complete assigned projects and tasks with a moderate level of supervision.


Strong communication skills, both verbal and written, for effectively interacting with team members, supervisors, and external vendors.


Capable of establishing and maintaining productive working relationships with employees, supervisors, vendors, and the public.


Competent in operating a variety of vehicles and equipment safely, including but not limited to automobiles, pickup trucks, and basic power tools.


Able to follow shop procedures and guidelines for purchasing equipment, parts, and supplies as needed.


Demonstrates a strong work ethic, reliability, and a willingness to take on new challenges and learn from more experienced technicians.


Special Requirements:

The position requires employees to operate a motor vehicle during their position. Possession of or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license.


Possession of or must obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment. The City of Redmond will support the necessary training and education to achieve this license.


Must have and maintain a safe driving record.


Desirable Requirements:

Five (5) years of experience in engine and power train repair, or an equivalent combination of education and experience that demonstrates the ability to perform the duties described above.


An Associate’s Degree in Automotive Technology or a related field, or a certificate from a post-secondary vocational school.


Certified in First Aid and CPR.


Possess relevant certifications for the repair and maintenance of gas and diesel engines, and basic certifications for Fire and Medic apparatus.


Have a solid understanding of the hazards and safety precautions associated with municipal maintenance and repair activities, with a reliable record of following safety protocols.


Demonstrate practical knowledge of modern equipment maintenance practices, methods, materials, and tools, with hands-on experience in applying these techniques to various types of equipment.


Capable of performing basic arc welding tasks on heavy and light steel, with the ability to produce satisfactory welds.


Hold, or be able to obtain, ASE (Automotive Service Excellence) and EVT (Emergency Vehicle Technician) certifications, showing a commitment to maintaining industry standards.


HVAC experience and/or an EPA Section 609 Technician Certification.


The City of Redmond will support the necessary training and education to maintain and achieve the desired certifications.


PERSONAL PROTECTIVE EQUIPTMENT:

PPE requirements as outlined in the position-specific PPE Hazard Assessment Certification.

SUPERVISION RECEIVED:

Work is performed independently or as part of a work crew often without direct supervision after assignment of duties. The employee generally works under the direct supervision of the Fleet Services Division Manager.


SUPERVISORY RESPONSIBILITIES:

This position is not a supervisory position. Employee may assist in direction, guidance, or training in operational procedures to other employees.


PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is required to stand, walk, and use hands to handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and talk or hear.


The employee must occasionally lift and/or move up to fifty (50) pounds and rarely lift and/or move more than one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.


TOOLS AND EQUIPMENT USED:

Operate motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanic's tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; computer, calculator, phone; copy and fax machine, mobile radio.


This position requires use of City vehicles.

The noise level in the field environment is usually moderate, except during certain duties when noise levels may be loud.


Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program.


Employee may be required to work evenings, weekends, or holidays.
