About the Opportunity
Cambrae Business Strategies, Inc. is seeking a Fleet Operations Analyst to support the ODASW(Log) Equipment and Audit Directorate. This position is the primary operational owner of the DoW non-tactical vehicle (NTV) fleet management program, responsible for system operations, FAST data call execution, VAM compliance, and SAT/CCB participation. The Fleet Operations Analyst provides direct, on-site support at the Mark Center, Alexandria, VA, working alongside the Fleet SME and the Equipment Data & Analytics Analyst to ensure the DoW fleet program is compliant, data-current, and audit-ready.

Key Responsibilities
Fleet Systems Operations
• Operate and maintain the Enterprise Logistics Management System (ELMS) Maintenance and Utilization (M&U) module as the DoW Fleet Management Information System (FMIS), ensuring accurate, current fleet data across all DoW components.
• Review, document, and report compliance data for ELMS M&U integration throughout DoW, capturing and reporting vehicle-level fleet management data including utilization, maintenance status, and fuel consumption.
• Validate all Federal Automotive Statistical Tool (FAST) data call requirements, ensuring data accuracy, completeness, and timely submission. Input new assets and reconcile discrepancies between FAST and ELMS source data.
• Monitor and validate the acquisition of Agency Owned, GSA leased, and commercially leased vehicles against published statutory requirements.
• Review, document, and report compliance of Vehicle Allocation Methodology (VAM) requirements for agencies to help determine optimal fleet size and composition.
• Review and submit for approval access to non-DoD Fleet Information Systems including the Federal Motor Vehicle Registration System (FMVRS), GSA AutoChoice, and FAST.
• Conduct research and report on NTV fleet management, vehicle accountability, lifecycle management, utilization, vehicle technology, petroleum reduction, and sustainment initiatives.
• Attend GSA customer meetings, FedFLEET conferences, Federal Service Law Enforcement Vehicle Equipment Standardization (FEDSLEVES) conferences, Procure to Pay (P2P), and DoW Fleet Manager Symposiums as directed.
System Integration and Testing
• Support interface and developmental testing across the Joint Logistics Enterprise (JLEnt) when integrated with ELMS (formerly DPAS).
• Attend ELMS Systems Acceptance Testing (SAT) and Configuration Control Board (CCB) meetings; develop System Change Requests (SCRs) as identified during testing and operations.
Reporting and Stakeholder Support
• Prepare fleet compliance reports, FAST submissions, VAM analyses, and acquisition monitoring summaries for Equipment Directorate senior leadership.
• Coordinate with Defense Agency fleet managers on data quality issues, system access, compliance discrepancies, and fleet reporting requirements.
• Support Notice of Findings and Corrective Action Plans summation by contributing fleet operations data and program updates.
• Attend weekly Directorate status briefings and document action items related to fleet task areas.
Required Qualifications
• Active SECRET security clearance required at time of onboarding; must be maintained throughout the period of performance.
• Bachelor’s degree in a relevant discipline is highly preferred.
• At least 5–8 years of experience in DoW or Federal NTV fleet management, logistics systems operations, or fleet compliance.
• Demonstrated proficiency with ELMS/DPAS fleet management modules and the FAST data system.
• Knowledge of DoW NTV fleet management policy, vehicle lifecycle management, VAM methodology, and GSA fleet systems.
• Experience with SAT/CCB processes for DoW logistics or fleet management systems.
• Demonstrated experience developing written analyses, briefings, and presentations for senior Government stakeholders (GS-15/SES equivalent).
• Strong analytical, verbal, and written communication skills; ability to translate complex findings into clear, actionable executive products.
• Knowledge of DoW acquisition regulations, FIAR guidance, and DoD financial management frameworks as applicable to the assigned function.
Preferred Qualifications
• Experience with FMVRS, GSA AutoChoice, and Federal fleet information system access management.
• Familiarity with DoW FMR provisions and OMB fleet management guidance.
• Experience attending and supporting DoW or Federal fleet conferences and working groups.
Work Location and Conditions
• Primary duty location: Mark Center, Alexandria, VA. NCR travel to the Pentagon may be required; NCR travel is not reimbursable.
• Core hours: 0900–1500 EST, Monday–Friday (excluding Federal holidays). Standard workday of 8 hours; earliest start 0630, latest end 1730.
• This position requires onsite presence between 0800 and 1630 each business day except when on approved leave or approved telework.
