Under general supervision, provide technical, difficult, complex and/or specialized fiscal work including tax and revenue billing and collection, payroll, accounts payable, and other financial, accounting and/or budgetary support in a centralized or departmental setting; complies, inputs, and maintains a variety of financial data; prepares a variety of reports and records; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from assigned supervisory or management personnel. Exercises no supervision of staff. May provide training to less experienced staff.
CLASS CHARACTERISTICS This is the technical/specialist level in the accounting support series. Positions in this class require a definable body of knowledge and skill and/or have specific programmatic responsibility which are normally gained through a combination of technical education above the high school level and significant on-the-job experience. While responsibilities may vary, depending upon the department to which assigned, all positions are characterized by the performance of technical and complex accounting and financial support work, requiring the regular use of independent judgment and initiative. This class is distinguished from the Accountant and Auditor class series in that the latter are professional-level classes, requiring the knowledge of accounting theory and broad practices and the ability to install and implement improved accounting systems and processes.(Illustrative Only)

- Maintains and balances assigned accounts, journals and ledgers in accordance with pertinent laws, regulations, rules, policies and procedures; reviews entries for accuracy and completeness.
- Creates, maintains and reviews a variety of records and reports related to the collection of secured, unsecured and supplemental taxes; calculates penalties and secures the collection of delinquent taxes.
- Audits and verifies payroll information, including source data and automated reports; in a centralized setting, produces trial balances for salaries, benefits, deductions and various leave information.
- Reviews and reconciles varied reports and journals with budget, payroll, tax, revenue or related financial or business data.
- Prepares and submits complex claims of programmatic expenditures for submission to various funding agencies for reimbursement; audits expenditures and allocates them to cost centers; estimates income, expenditures and reserves.
- Prepares periodic and special reports related to the functional area to which assigned; develops automated methods of compiling data and generating standard reports, sing spreadsheet and data base software.
- Receives and balances receipts from various County departments; allocates and posts revenue daily; prepares deposits and journal entries.
- Coordinates partial payment plans for accounts receivable as appropriate; implements collection procedures as necessary on delinquent accounts; processes returned checks; performs account adjustments and processes refunds as necessary.
- Conducts and follows through on a variety of special projects, which may involve financial and accounting research and analysis, summarization of information and preparation of statistical and narrative reports.
- Enters financial, statistical and other data into computer for record-keeping and reporting purposes; prepares computer spreadsheets.
- Receives and responds to inquiries from other County departments, the public or other agencies concerning department fiscal operations; explains various laws, regulations and policies affecting department procedures.
- Attends various meetings and training as required or appropriate.
- Performs other related duties as assigned.

Education and Experience:Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would beEquivalent to graduation from twelfth (12th) grade; and
Two (2) year as a Senior Account Clerk with the County of Tuolumne, or equivalent public sector employer;
-ORThree (3) years an Account Clerk II with the County of Tuolumne, or equivalent public sector employer;
-ORThree (3) years of full-time experience in the maintenance and review of fiscal, financial, accounting or statistical records; 12 semester units or 18 quarter units in accounting, business math. Bookkeeping or close related field may be substituted for one year of required experience;
-ORAn Associated degree in accounting and six months of full-time experience in the maintenance and review of fiscal, financial, accounting or statistical records.
