The WSLCB Finance Division is announcing an exciting opportunity for aFiscal Analyst 2position inOlympia, WA.This role directly supports the mission of the Washington State Liquor and Cannabis Board by delivering excellent customer service to internal and external partners and ensuring the accurate, timely processing of financial data. The position operates in full compliance with RCWs, WACs, federal and state regulations, Office of Financial Management (OFM) policies, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, and WSLCB policies related to accounting.

As a key member of the General Accounting team, this position performs essential cashiering and revenue-processing functions that ensure the efficient stewardship of state resources. You will prepare and record daily deposits, analyze and code incoming payments, reconcile revenue activity, and support month-end and year-end fiscal processes. This role requires strong attention to detail, accuracy, and the ability to interpret financial information to ensure funds are properly applied and recorded in the state accounting system.

Some of the duties you will perform are:

  • Prepare the daily check deposit via the remote deposit capture procedure.
  • Process daily lockbox revenue.
  • Prepare daily cash journal receipt (A8) for electronic fund transfers (EFTs).
  • Review daily cash journal receipt (A8) completed by the Tax and Fee Unit to ensure accuracy.
  • Process daily cash log revenue.
  • Ensure fiscal year end deposits are prepared and deposited according to OST deadlines.
  • Contact customers or vendors to gather more information when necessary.
  • Allocate money received to the appropriate expenditure, revenue or general ledger codes in daily cash log, lockbox log, and EFT's.
  • Process daily inter-agency payment (IAP) by fund emails weekly to record the Business Licensing Service (BLS) transfer to the correct revenue codes.
  • Record bank deposit adjustments from OST within 24 hours of receipt from OST.
  • Monitor balances in revenue source code 09 xx to ensure accuracy.
  • Process accounts receivable corrections as needed.
  • Monitor shared General Accounting emails box.
  • Reconcile suspense fund 01P and clear all entries monthly.

Required Qualifications:

Option 1


Five (5) years of professional experience in a financial related field and including 18 quarter or 12 semester hours in accounting, auditing, or budgeting credits ora commitment to attain the required credit hours in 18 months.


Option 2


An associates degree in a financial-related field, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting ora commitment to attain the required credit hours in 18 months, and three (3) year of professional experience in a financial related field.


Option 3


A bachelor’s degree in a financial-related field, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting ora commitment to attain the required credit hours in 18 months, and one (1) year of professional experience in a financial-related field.

Preferred/Desired Qualifications:

  • Knowledge and understanding of Generally Accepted Accounting Principles (GAAP), government accounting and internal control processes.
  • Knowledge and understanding of the State Administrative and Accounting Manual (SAAM).
  • Knowledge of Revised Code of Washington (RCW).
  • Knowledge of Washington Administrative Codes (WAC).
  • Proficient in statewide accounting systems and processes: Agency Financial Reporting System (AFRS), Capital Asset Management System (CAMS), Enterprise Reporting, Financial Toolbox, and Web Intelligence.
  • Knowledge of AFRS coding structures and the utilization of AFRS transaction codes.
  • Proficient in Microsoft Office programs: Word, Excel, Outlook, PowerPoint - intermediate level.
  • Knowledge of LCB systems, such as Licensing, Enforcement, Education, and Administrative Data Systems (LEEADS).
  • General ledger accounts reconciliation experience.
  • Experience with tax systems or e-filing systems.
  • Ability to explain accounting standards and WSLCB finance policies to customers outside of the Finance Division.
  • Ability to compile statistical data for daily, monthly and annual reports.
  • Ability to demonstrate interest, sincerity, and openness in all interactions with customers (internal and external).
